Article is dead on. The storm was correctly predicted, and in a timely fashion as well. What wasn't predicted is that the snow bands stalled over one area, and there's no way to predict that. It's like when rain storm cells "train" over and over the very same areas in the summer, resulting in huge rainfall amounts and flash floods. Meteorologists can predict that this behavior is likely to happen but they can't predict exactly what areas are going to be hit or whether those areas are going to be hit continuously for much longer than expected.
