The internet completely changed how "news" content is delivered to the market. Same goes when television went to a cable delivery system versus a few stations with high powered transmitters. There are only so many dollars to be spent in advertising. When you went from 3 main channels to 150+ channels those dollars were divided up leaving less for each "station"

Think about it. Anyone with a internet connection, a camera and content can now "broadcast" on the internet. A news paper is one form of content delivery which now competes against multiple content delivery systems.

Would the tracks do better if OTB was just eliminated?

Closing OTB won't help that much. There is too much computation for gambling crowd.
There are very few young people betting horses these days. It is going to be hard to get new bettors.
