    V of L Development Corp out of compliance again

    According to the July 1, 2014 ABO report, the Village of Lancaster development Corporation is out of compliance again.

    From the report-
    Since 2011, the ABO has censured the board of directors of 38 local authorities. Many have come into compliance or are making a good-faith effort to comply, and some have indicated an intent to dissolve. Despite the efforts of the ABO, 12 censured local authorities continue to disregard their legal responsibilities to provide the public with information on their activities. The continued lack of transparency and public accountability exhibited by these authorities should be a matter of public and legislative concern.

    The 12 authorities that remain chronically out of compliance with state law are:

    Corinth Industry Development Agency
    Fulton County Center for Regional Growth, Inc
    Fulton County Economic Development Corporation
    Johnstown Economic Development Corporation
    Joseph Davis State Park Development Corporation
    Mechanicville Community Development Agency
    Mount Vernon Urban Renewal Agency
    Otsego Community Development Corporation
    The Local Development Corporation of Laurelton, Rosedale and Springfield Gardens
    Tompkins County Area Development, Inc.
    Village of Chittenango Local Development Corporation
    Village of Lancaster Community Development Corporation

    Will Village or Town tax payers get stuck for $500,000 because of a shaky deal

    Sense the year 1999 - some of us have been saying there should be a independent outside agency to do a forensic audit of Village of Lancaster's Community Development Corporation and its dealings with the Lancaster Industrial Development Agency - in particular the purchase and management of the former BOCE Building & Property.

    The sad part is - the ABO report points out the true lack of any over sight authority - "they have the authority to publicly warn and censure authorities for non-compliance" with this requirement and to recommend the "suspension or dismissal of its officers or directors, based on information that is, or is made available to the public under law"


    It shows how little protections taxpayers have - it shows why these players don't comply and just shake it off and keep right on taking out loans - refinancing the property - not paying back the Industrial Development Agency and now trying to have tax payers pay off the unpaid balances.

    They figure who can do anything to them - when all involved are deeply Politically connected and most Politically tax funded Employees.


    Some of our local Officials were paid to manage this property - some were paid as management and repair workers - what happened to all the money ?

    Make public the list of local officials involved -

    Who was the Town Supervisor who wrote off a lot of the debt owed to the Lancaster Industrial Development agency ?

    Who was the Mayor of the Village of Lancaster when all the paper work was done for this whole debacle - and what tax funded position does he hold now ?

    Who was the Town Building Inspector who received pay because of his involvement with this deal ?

    Which current Lancaster Town Board Council Member also received pay from the management of this property - a property that supposedly - despite partial occupancy - was deemed by a local fire chief as "Unsafe to enter" - and recently demolished ?

    This is the problem with most government dealings - no one is held accountable for insider deals - no one is held accountable for unpaid debt - no one is investigated by the media or federal agencies.

    They just walk away and run for another tax funded office or appointment.

    But remember they are just doing it for the community

    I believe he got paid to be the manager of the property - there were over the years a few more local officials on their payroll.

    There was a local business owner who was not shy at all about telling people how he was blocked out from buying that building. He said he couldn't believe how they ran him in circles(Supervisor Giza and the Village People) - at the same time - they formed the Village Group and Giza secured financing through the IDA.

    This whole thing has been one hell of a white wash job -

    Including the amount of rent the Building Department (Town tax payers) was paying them for rent.

    Look up those numbers -

    You might also find some other Town/Village Officials who got paid from their Town/Village jobs and their BOCE job - guess who - look under maintenance and who got paid ? - If Those documents are still available ????????

    Keep peeling back the layers and the years - there's many more well known people in there !

    The true problem is as the ABO stated - they have a habit of not filing needed paper work. Years ago they never did and no one was ever watching - when you control the whole tax funded system - who's going to question you ?

    The Lancaster IDA clearly documented how time after time Supervisor Giza would write off (forgive) portions of their debt.

    This to some is fraudulent - because at corresponding times they were refinancing and borrowing more money. This also allowed them to go to Erie County for money - so where did it go.

    This was another reason I received such a warm welcome in Town Hall. The more you go back and dig - the more you'll find. Their one hope is they can keep people focused on others long enough for their issues to become buried like the rubble of the BOCE Building.

    People in this Town/Village don't realize how much some of these seemingly unrelated Politicians and Party players are connected at the wallet/family/party. Real-estate was one of their prime movers - not just facilitating developers but their own investments. Buried way deep in the legal documents of some subdivisions you might even find a Police Chief or Town Attorney - If one were to look !

    You just might be surprised -

    In looking at the budget reports for 2010-11, 2011-12, 2012-13 and 2013-14 the Management fee is paid to PMI LLC.
    In 2010-11 and 2011-12 the management fee was $18,000 annually. in 2012-13 and 2013-14 the management fee was reduced to $10,800 annually.

    Isn't that a Conflict of Interest for the Asst. Secretary of V of L CDC to be a player in the property management company that receives the management fees from the VofLCDC?

    You mean the man of many tax funded titles - Lancaster Town Board Member Mark Aquino - is also Mark Aquino Legal/ Property/ Asst.

    Secretary of the Village of Lancaster CDC and he's involved with Property Management Initiatives LLC a company paid thousands of tax dollars to manage the now bulldozed BOCE Building site - WOW !

    Isn't he also collecting a few other tax funded pay checks as well - two Villages and atleast one Town - WOW !

    Welcome to Lancaster - the land of double/triple and quadruple dippers - who cares ? Did anyone notify the NYS Comptrollers Office or the NYS Attorney Generals office - ?
