People have to focus in on the fact that in no way did Maria Lehman and Joel Giambra tell Doug Naylon to Steal 81,000 in pipe and place it on his own property.

Where Public mistrust comes in is that the People involved were all appointed to their posts for reasons other than being the most qualified people for the Job.. One of them couldn't even pass a Civil Service exam three years after he was put into the position.

The mistrust comes in the way of putting people into positions they are not qualified for whether it be political favors or personal one. It aslo comes by the conflicts of interest in which this situation creates...(you'll see)

As ECE, Joel is personally responsible for his appointees...plan and simple...He won't go to jail for it (yet) but as the main boss he is ultimately responsible for this autrocity and the Recall should come on Election Day...

The media should in NO way let these people weasel out of this situation....Remember 3 million dollars could of went to bail out the City.

Also, remember that Someone went to jail for stealing 10,000 worth of chlorine from the City a few years back... this is 3 million..

Maybe Joel Giambra should pay heed to that plaque that Harry Truman, the greatest US President of the 20th Century had on his desk in the Oval Office:

"The Buck Stops Here."
