I don't know if it has water it but it does have 5 cell towers that cell phone companies pay the village for placement there.
Does the water tower serve a purpose ? Or has it been empty for a long time ? What if they removed it and freed up more space to jump start the "rebirth" of business area of Lancaster on central and Broadway area.

I do not believe it has held water in 20 years , but is an expensive cell tower to maintain .
Cell towers could easily be changed/moved. It was recently re-painted, I'd have to think they wouldn't have bothered if it were decommissioned and worthy of demolition.
No dog in this race - But !
The tower if active is needed for water pressure -
Anyway - removing it and replacing it with a cell tower would do nothing to increase usable green space. Not sure if youd want park benchs under cell towers anyway ?
Just my 2 cents - it doesn't look all that bad - maybe we can put a clock on it ?
