Great he will pay the price or pass it on to us taxpayers....You can count on our city legal fees going even higher since Mr.Petricca will bill the living daylights out of both the city and LMHA for "outside" council....since he has even less time to do nothing.

So when the FBI comes in to investigate for the US Attorney, who does Arkie hire Hodgson Russ to defend? The City? or the LMHA?

Me thinks Norm got himself in WAAAAAAAAAAYYYYYY over his head on this one!

Nice Job, only a matter of time!

    Time for a little Fun:

    LACKAWANNA
Ousted housing director vows to stay
    By Harold McNeil
    NEWS STAFF REPORTER
    November 26, 2009, 7:17 AM / 1 comment

The recently ousted executive director of the Lackawanna Municipal Housing Authority returned to work Wednesday and is vowing to remain in the post despite being warned that he faces arrest for trespassing.

On whose authority? The guy who didn't orchestrate it? (see below) I hope his Chief of Police is smart enough to stay out of this one

The authority’s board of commissioners removed Laurent Swanson from the post on Tuesday. In addition, the board purged two tenant representatives from their seats and fired its legal counsel.

Still, Swanson was back in the executive director’s office Wednesday as about 50 people held a demonstration outside authority offices at 135 Odell St. to protest the board’s actions the day before. Swanson said he received a letter from City Attorney Arcangelo J. Petricca, informing him that he had until 5 p. m. Wednesday to vacate the premises or face trespassing charges. Swanson said he left at 2:30 p. m., but plans to return to work when the authority offices reopen Monday.

I don't know what authority The City Attorney has in this mess

Meanwhile, Lackawanna Mayor Norman Polanski Jr. on Wednesday accused Swanson of “throwing the housing authority into chaos” by not turning the reins of the authority over to Robert McManus, the deputy director who was appointed interim director by the authority board on Tuesday.

See comment on experience below-McManus is Very capable, so not a shot at him, but just makin a point

“Laurent doesn’t have a contract; the board rescinded his contract,” said Polanski. “No one is going to sign [Swanson’s] paycheck because he has no authority.”

How do you unilaterally rescind a contract?

Despite the fact that Swanson and the two ousted elected representatives on the board are African- Americans and the four board members who voted to remove them are white, Polanski said the board was not racially motivated in its decision.

    Um, OK Norm

“This is not a black/white issue; it’s an issue of who can run [the housing authority] properly. I do not believe that a laborer turned executive director can run this place in a proper manner. You have to have some type of managerial experience,” Polanski said.

Someone might want to ask Norm Polanski if he knows what McManus' job was before he worked for the Housing Authority; better yet, ask the Norm what he did before he was Mayor!

Swanson, 28, said that while he started out as a laborer for the authority in 2005, he has for the past two years been running the housing authority’s Youth and Adult Resource Center, which provides adult education services and after-school programs for youth in the city’s housing projects.

“There are no specific qualifications for the [executive director] position, and I have more [formal] education than the mayor,” Swanson retorted.

Great Point - Also, after appointing commissioners, the Mayor has no other say in the running of the Authority

Polanski also denied that he orchestrated Swanson’s removal or the dismissal of the two tenant representatives on the housing authority board. Polanski said he merely informed the board that the tenant representatives were in violation because they had not sworn their oath of office and the board took the appropriate action in removing them. “They should let a judge or [the Department of Housing and Urban Development] . . . settle this,” Polanski said.

Is he kidding? He has two interviews in the newspaper, multiple interviews on TV stations and he says he didn't orchestrate it? At least PRETEND you have a set of b*lls, Norm. And if he didn't orchestrate it, let's see to it that the City Taxpayers don't foot the legal bill!

City attorney? LMHA attorney? How can Petricca hold both positions AND if Norm didn't instruct Petricca of the city's intentions of causing the "chaos" why was he present at the meeting Tuesday??? He serves at the pleasure of the mayor. How did this newly formed Board already have a candidate for the executive position if this wasn't planned by City Hall??? Petricca holding this position is a DIRECT conflict.

These two tenant representatives have been on this Board for quite some time, the mayor just now notices that they weren't sworn in for their term? So for the last year and a half.....the cat had normie's tongue?? I was unable to find anywhere in the City Code that the tenant representatives have to take an oath of office with the city.

The "newly" formed Board consists of Chris George (Civil Service Seretary for the City of Lackawanna),Heard he quit this position.....who did normie appoint now....another kiss butt person.... Jeff DePasquale (NYS Trooper, Zoning Board member for the City of Lackawanna, neighbor to polanski and Jeff's dad was best friends with polanski (who was the Records Management Officer with the city until he passed), Tony DeSantis, (DPW foreman (city employee), Union President for the DPW workers, and neighbor to polanski), and Mike Antecki (retired Lackawanna cop) and NOW the CITY Attorney......just shows how power crazy this mayor is...part of the friends and family plan that Andrea refers to all the time.

By the way normie.....YOU do not sign the paychecks for LMHA....HUD does. Who are YOU to say Swanson will not get paid? News flash Normie....Laurent received his paycheck yesterday and Radich received his $50,000 yesterday!! City of Lackawanna and LMHA are two SEPERATE entities. The Mayor has NO jurisdiction over day to day operations. In fact commissioners don't either, they are trustees.

Oh, and I believe the LMHA attorney, Vince Sorrentino read the Public Officers Law to the board on Tuesday regarding the tenant representatives oath.

I believe Norm is very prejudice. Does everyone remember the Hardy/Polanski issue a couple years ago? Here's a little history: Hardy, an African American, City employee accused Mayor Polanski of promising him his job as long as Hardy assisted with getting 1st ward votes for Polanski. Hardy's job had been in jeopardy and Polanski promised he wouldn't lose it. Hardy had wisely recorded the discussion with the Mayor.

Back when this all took place, I have it on good authority that in the shop of a well-known 2nd ward hairdresser city politics often being the discussion it was stated that Mayor Norm Polanski was overheard saying "if that N... (n word) thinks he will get his job back he's got another thing coming."

You forgot the part where it was on Channel 7 recording and all AFTER the employee DID LOSE HIS JOB.

DA Frank Clark refused to investigate. I hear it isn't over and maybe this little incident will get some attention now with the LMHA Fiasco.

Normie isn't the only person up on the hill that says things like that and his DPW head is the worst. All that is missing is the burning cross.

Now, why in the world would DA Clark NOT investigate after hearing the tape? Hmmm.....I know alot of you know that connection. DA Frank Sedita?? How many know the connection there? Then we have Ippolito in the AG's office with Lackawanna connections......AND WE HAVE TO WONDER WHY THE CITY IS SO CORRUPT???

Sedita is under a lot of heat to maintain his integrity after a few "Leftoverr" debacles.

Maybe Hardy should rehash this one.

Integrity? Norm stood right by his side when he was running....that shows Sedita doesn't have any. If he was smart he would have pushed Puff-n-Stuff right out of that photo.
