Full Story on Channel 7Jul 21, 2006 - Two large expensive homes in East Amherst had plumbing work done in their basements. A local plumber tells 7 news he did some of that work as a subcontractor for a company called Progressive Builders. Back then it was owned by Satish Mohan. "He wanted me start the job. When I told him I was going to start the job I said I was going to pull a permit and he insisted that I do not pull permits. The electrician. Nobody was pulling permits." said the plumber.
The plumber does not want to be identified for fear of retribution. He says what Mohan asked was illegal. When he asked why... "He looked at me and said that he wanted to save these people taxes. He didn't want their houses to be reassessed." he said.

Now I know how he was going to reduce taxes. Just don't get a building permit when you improve your property. The assessment remains the same but the FMV goes up. Thus you are screwing the taxpayers who are going by the book and they are paying the increased taxes you should have been paying.

Come on, this isn't startling new info. Most residents that originally come from third world countries culturally live differently from cradle Americans. These emigres get an education, make it big, spend their money on a mansion and promptly move in friends and relatives in the basement. In their cultures many people live together in spaces most Americans would consider insufficient. This IS A CULTURAL THING! The rotten issue is that holier than thou Mohan espoused this sort of fraud..... and where are Baurle & Beach discussing their hero's feet of clay? And where is the big news that there isn't really a deficit? Hah!
I believe just because you improve your home your assessment shouldn't go up at all. You pay for your improvement and then pay for it while you live in your house with a higher assessment.Originally Posted by Dvoakley

My nieghbor mentioned I should get my driveway replaced. I said until it's sunk and gone it's gonna stay the way it is. A new driveway could easily increase my assessment which means an increase of property/school taxes. Why on earth would I want that.

Do your best to do the work yourself without a permit in general. It's your home, your property, it's the USA. But be forwarned you build something way stupid and burn your home down it's your fault.
When I'm refering to permits I mean like having your roof replaced, simple plumbing type stuff, windows replaced etc....
I'm not refering to having a whole addition added to your home. That's a little different.

I agree with you Res, but this man(Satish) owned the contracting business. He should have gotten permits ,if required. I wonder if he also avoided paying sales tax by charging the homeowner under the table(off the books)? Not on record, never happened!!Originally Posted by WNYresident

Isn't it the owner's responsibility to pull the permits, or hire a GC to handle the process? Either way, it's the owner's problem, not the GC's. It seems odd that a subcontractor would be expected to pull a permit. I have a feeling this is just a nother botched muckraking attempt by the amherst whine and cheese alliance.
You ain;t getting out of this one with that BS rhetoric. We're going to take this to the limit. This is a crime. The same as those guys cutting down the trees. He told the police that day to arrest the tree cutters and take the keys to their machines. (which they wouldn't do). The police know this story is true, and so does the building dept. it is the home owners duty to get the permits but any good contractor knows you cant work with out one. no matter what is done you need a permit most places use some dollar amount as the starting point I believe the city of buffalo uses 500 dollars any work over that amount needs a permit. allot of work gets sold in 499 dollar jobs. ( side fence 499 back fence 499 other side 499 gates and front 499). the first thing a contractor should do is make sure the permits are on site. if not the work is stopped and fines issued
