Look at Towns like Lancaster. Not only does one group control every tax funded donation. They control the Towns Contractual spending.

Volunteer Fire Company's, LVAC, Boys & Girls Club, Summer Jobs Programs, Law Enforcement Hiring, Building Inspectors, Highway Department hiring and appointments, Parks Department hiring and appointments, Planning Board appointments, Zoning Board Appointments, Sewer Board Appointments, Senior Center positions, and on and on.

The same group controls 3 out of 4 Political Party Committees and their Candidate choices.
