Title of Position: Director of Energy Development and Management

Job Group and Salary Scale: Job Grade 15 ($60,956 - $80,699)
Minimum Qualifications: As per job spec. (Pending Job Classification)
A) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree in Engineering, Natural Sciences Education, Environmental Planning, or closely related field; supplemented by five (5) years of experience in energy policy planning along with at least two (2) years of experience managing energy conservation projects; or
B) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree supplemented by six (6) years of experience in energy policy planning along with at least two (2) years of experience managing energy conservation projects; or
C) An equivalent combination of training/experience as defined by the limits of (A) & (B).
A Director of Energy Development and Management develops and administers an energy conservation management program for County government, local municipalities, schools and other institutions; develops a comprehensive energy plan and program for the County, including resources development and management; prepares and implements energy conservation policies, practices, projects and programs; coordinates energy policies with economic development, land use, planning and environmental quality; maintains liaison with Federal and State government entities relating to energy; oversees the procurement of energy for the County and other Aggregate partners through the oversight of the Utility Aggregation; outline the organization's energy use, coordinating with all energy-using parties so as to understand their energy usage. Set benchmarks for organizational energy consumption and monitor their implementation; develop and apply strategies for improving energy efficiency and lowering costs, such as incorporating new energy-saving technology and minimizing unnecessary energy consumption; develop long-range plans for implementing innovations; compile, maintain, and file all energy reports, billings, and other documents required; monitor all facilities design and construction activities as relates to energy management; provide regular reports as to the overall effectiveness of the energy management program.
