bid to Niagara Implement Incorporated, being the sole responsible bidder in the amount of $17, 800.00 .

Don't Niagara Implements also sell tractors - I also didn't see a four seat enclosed ATV style vehicle there in the $17,800.00 range ?
The description in the agenda leaves much to the imagination. - Would it be a conflict if a board member has done business with this company ? - What other Kubota dealers submitted a bid ?

Since the bid was opened on 12/27, wouldn't it be part of the COMMUNICATIONS section of either the 1/6 meeting or the upcoming 1/21 meeting? I can't find it.

In December, the town approved a resolution that put out for bid the purchase of an enclosed off-road vehicle, per request of the police department. A few of us asked on the necessity of such vehicle and cost when the police already have a few off-road vehicles. It was explained that the others were open and not fit for use in the winter months.
It was also stated that the purchase cost would be absorbed by a Department of Justice grant. The resolution read:
WHEREAS, the purchase will be paid for with funds from the 2013-2014 DCJS Legislative Initiative Grant (#LG06068883)
As there was only bid entered for such type of vehicle, it appears the town felt no need to publish a bid list – and again, as it is being paid for by a grant they most likely feel it is not town taxpayer money. But it is really taxpayer money, isn’t it? Therefore, all they have to do is approve the purchase resolution:
RESOLVED, that the Town Board of the Town of Lancaster, upon the recommendation of Gerald Gill Jr., Lancaster’s Chief of Police, hereby awards the bid for One (1) new and unused 2014 Off Road Utility Vehicle for use by the Town’s Police Department, to Niagara Implement Incorporated, 8655 Transit Road, East Amherst, NY 14051 in conformance with the specifications on file in the office of the Town Clerk., in the total amount of $17, 800.00.
Considering this is an unusual type vehicle purchase, I wonder if the bid process has to follow state bid guidelines?
It's too bad Gill wasn't more like Highway superintendent Amatura. Every purchase request that Amatura asks the board to approve is accompanied by a detailed bid

I don't get It - how do you sell a business that doesn't exist - and a slightly used Kubota for ten thousand more than Its worth ?
What person looking for a business venture wouldn't want to see the financial statements as proof of a successful business?
He was running a "successful post whole digging business" - full time Banker - Part time Town Councilmember !
What kind of "successful" business works only 49 hours a year - and is worth paying ten grand for ??????
So besides everything else - he has been less than honest - If only Lancaster had a enforceable code of ethics - then we'd have actual/factual financial disclosures from our officials - no wonder their all bailing !
