    We would have to make sure those 80 single homes at least offset what it would cost for services. Why should anyone else in the community subsidize new home cost so that a developer can make some money?

    This is why a town would have a strong business tax base to offset some of the educational costs the town has. IDA's are blowing that away because IDAs are wiping out 10 years of what that business growth would be contributing. If the "deal" can not happen without the incentives fix the reason don't mask it. Local/New York State government spends to much which causes higher taxes. You also can not over tax the businesses in your community because they will just move if possible.

    Is the apartment complex receiving any tax breaks? yes or no?

    It is irrelevant if Dino owns the property or not. That area is zoned as residential. Why have master plans if they are changed on a regular basis?

    Right, and as you've been saying that cut-off seems to be in the $12k range. So you're holding this standard to single family homes in addition to apartments, no?
