    Anyone know what this is all about?
    Again.........this must be pretty important to call a "Special Election" 2 months before the School General Election in May.
    Are they using Martin Road School so they do NOT have to ask for the LA Senior Center......or is the Bocce Court the ONLY polling place for their Special Election? I doubt it!
    Could it have something to do with shucking and jiving the NYS TAX CAP??!!???!!????

    Franklin St. west direction on has Assemblyman Kevin Smartz and Schroeder was the rest of LA.......so........why would Annette School Clerk want use of the Bocce Court........for that? Doesn't make sense.

    No.....their election on March 20 must have something to do with LA School business, I think.

    The city will try to keep a legal case alive for banning heavy truck traffic on South Park Avenue and Ridge Road.

    Earlier this month, a state appellate court—mostly affirming a lower court’s decision—ruled that the suing truckers had a right to use those roads and that a 2009 city ordinance prohibiting trucks was invalid.

    The 2009 ordinance established a new route system that restricted trucks weighing more than 10,000 pounds from traveling on all but two streets in Lackawanna—Abbott Road and the Hamburg Turnpike (Route 5).

    Sorrento Lactalis, which for decades had milk from the Southtowns trucked he School Board last week approved an updated version of the district’s acceptable use policy for technology.

    A team including administrators and teachers rewrote the district’s policy after a number of teachers complained that the existing policy was too restrictive, Michael Vallely, the assistant superintendent for curriculum, instruction and pupil services, said in an interview.

    In particular, teachers wanted permission to use social media in the classroom, such as creating a Facebook page to help students get internships or showing a science-themed YouTube video, Vallely said.

    “Let’s unshackle everyone” was the thinking behind the new policy, he said.

    The district’s new technology policy includes an extensive section on use of social media, but it does not bar teachers from becoming “friends” with their students on Facebook.

    “We’re taking the stance that teachers are professional,” Vallely said, and any inappropriate interactions will be dealt with on a case-by-case basis.

    Last night the Council " Received and Filed " the 2012 Council Agenda item advisement of the Ridge Rd at Rosary yellow-flagged bridge condition.
    So who passed this hot potato and WHO is holding it now?
    BIG $$$$$$$ once again, maybe the new Lobbyists they voted in last night to a tune of $24,000/yr, without going out to bid will get them the BIG $$$$$ for this critical project.
    BTW: They also mentioned that OUR LSD Schools had already hired the same business to represent them too in Albany,

    The state Department of Transportation has warned Lackawanna city officials once again about structural problems with a heavily trafficked bridge on Ridge Road.

    State engineers recently issued a second “yellow structural safety flag” for the small bridge that runs over railroad tracks near Rosary Avenue, informing city officials of “advanced deterioration” of beams at the span’s west abutment.

    Fifteen of the bridge’s 19 hollow- core beams had some form of deterioration — including cracking, delamination and spalling — when state engineers examined the structure this past fall.

    City Council members received a memorandum about the state’s declaration at their meeting Monday.

    Thomas N. Love, commissioner of public works, already has asked TVGA Consultants, an engineering firm, to provide estimates to repair or replace the bridge.

    “We have to find out what we need to do to fix it,” said Henry R. Pirowski, Council president.

    It was the second yellow flag issued for the bridge within the last 12 months.

    According to the DOT, yellow flags identify “less critical conditions” that are likely to deteriorate into a significantly worse deficient state if they are not addressed. A more serious condition, requiring an immediate fix, would result in the state issuing a red flag.

    A TVGA engineer has suggested, at minimum, to replace the bridge joint, which has a leak that lets salt corrode the reinforcing steel and, in turn, causes concrete spalling, Love told the Council in his memo.

    Also Monday, after some debate and opposition voiced by the public, the Council voted, 3-1, to approve the city hiring a private lobbying firm to provide “legislative and regulatory representation” on behalf of the city to the state government in Albany.

    The city will pay $2,000 a month for the services of Bolton- St. Johns LLC, a government relations and public affairs consulting firm.

    Mayor Geoffrey M. Szymanski has said the firm will help secure favorable legislation and financial aid for the needy city.

    But business owner Mike Lucarelli argued that the expense was unnecessary since Lackawanna already has three people elected to represent the city in the Assembly and the State Senate.

    “Throw that idea out. We have three people representing us. Make them accountable,” he said. “Why are we not putting pressure on them?”

    Fourth Ward Council Member Keith E. Lewis voted against the resolution, saying he supported the concept of hiring a lobbying firm but preferred the city do a request for proposals to find the best bidder.

    Which other bridges are considered questionable? I drive over the McKinley Pkwy one all the time but I can easily take Ridge to avoid the bridge. I'd like to know what else I'm driving over that may be unsafe.

    Tonawanda Council unsure on land bank

    City of Tonawanda lawmakers Tuesday expressed reservations about joining a new state land bank program that is being pitched by Erie County as an effective tool to deal with distressed properties.


    Erie County Commissioner of Environment and Planning Maria Whyte and Joseph Maciejewski, director of Real Property Tax Services for the county, touted the benefits during a presentation at the City Council’s work session prior to its regular meeting.
    The state’s Land Bank Act, signed by Gov. Andrew M. Cuomo last July, allows for 10 municipal land banks across the state. Erie County is seeking agreements with towns and cities in its jurisdiction to establish one locally.

    If approved by the state, the regional land bank would have the power to acquire abandoned houses throughout the county and demolish them, fix them up, or manage and reuse the properties for economic development and neighborhood revitalization.

    So far, Lackawanna is the only city among the three in Erie County to officially sign on.

    “There’s too many questions,” said Tonawanda Council President Carleton R. Zeisz, after the presentation.

    Zeisz said city lawmakers were troubled there was no information about how many members would sit on the board of directors or about the source of the initial funding for operation of the land bank. The timetable for getting all municipalities in the county on board is too short, he added.

    “I’d like to say we’ll do something by our next meeting [March 20], but I can’t guarantee it,” Zeisz said.

    The county has determined that there are more than 73,360 properties with tax liens worth more than $53.5 million in the county. About 300 such properties are estimated to be in the City of Tonawanda, though City Treasurer Joseph Hogenkamp suspects it is only half that.

    The county and its three cities are the only municipalities in the county allowed to foreclose on tax delinquent properties.

    Whyte remained optimistic Tuesday that the cities of Tonawanda and Buffalo will hop on board. “The City of Buffalo and the City of Tonawanda, we’re still in conversation with. I would characterize both of those conversations as going well,” she said.

    A regional land bank can allow for strategic options as to how fallow land gets back into productive use and avoid the specter of properties being taken over by absentee landlords and real estate flippers, Whyte said.

    “Those things can be very damaging to neighborhoods and create a cycle of disinvestment,” she said.

    In July, 2011, New York State passed the Land Bank Act which authorizes any foreclosing governmental unit to create a land bank to return tax delinquent, vacant, abandoned and foreclosed properties to productive use. The Erie County Department of Real Property Tax Services has determined that Erie County owns 864 unpaid tax liens in the City worth $789,069. I request your approval of the resolution authorizing the city to enter into an agreement with Erie County to be included in the county's application to Empire State Development to create a land bank.

    Just wondering if The Lackawanna City Council had a "presentation at a work session" like they did in the City of Tonawanda........
    If they did.....WHY was the public NOT informed? And if they did not.......did they just go off of a memo or from the "9" meetings the Mayor has had with Erie County?!?

    Either way Buffalo Mayor Brown is questioning the need and so are the Council members in the City of Tonawanda......at the LA Council meeting where OUR Council unanimously passed the resolution to enter into the County agreement we only got a tidbit of information upon questioning during the Public Comment section of the meeting.........
    What gives? Lackawanna is 2x2 and we already have LCDC/LHDC, City Departments of Development/Assessment, and the LA Chamber that the City helps to support by giving them $20,000/yr to help operate.
    Do we really need another layer of bureaucracy in our breeze through little City...or is it just more patronage jobs funded by struggling Citizens who trust their authority?

    OR.....Are they really onto something for the good of all and we will soon see the fruits of their labors this time?!?
