    2nd animal control officer arrested.

Animal Control Officer Accused of Killing Animals

    Updated: June 13, 2008 11:21 PM EDT

LACKAWANNA, N.Y. -- A Lackawanna animal control officer is accused of killing at least three animals.

The SPCA's Executive Director makes it her mission to help protect helpless animals. So she finds it appalling that anyone would abuse or kill an animal.

Barbara Carr, SPCA: "I don't ever want to have to arrest another animal control officer. It is disgusting."

Barbara Carr tells us an animal cruelty investigator began looking into the actions of Fred Grasso after receiving anonymous tips from people who live in this Lackawanna neighborhood.

Tricia Cruz: "The animal control officer in this case was apparently responding to a complaint from the landlord at the apartment complex. Cats were getting into the basement."

One woman who lives in the complex tells us a cat had recently given birth to seven kittens. She urged the landlord to call animal control services so someone could help find them a home. Some of them were relocated. But the mother cat and two of her kittens were shot and killed instead.

Barbara Carr, SPCA: "This is the second animal control officer we've had to arrest in six months. Is really a sad state of affairs."

Looks like Lackawanna has a Mike Vick on it's hands.

I don't see anything wrong with what the animal control officer did, if in fact he did kill the cats.

How come it's cruel to shoot a cat, but not cruel to poison mice or strangle them in a traditional mouse trap? Is it just because the widdle kitty is sooo cute?

It's kind of hypocritical for anyone from the SPCA to make animal cruelty allegations against anyone for killing animals when the SPCA itself kills thousands of animals each year. Sounds to me like Ms. Carr is really just looking to protect her job and snuff out the competition.

I'm sure someone will argue that the SPCA kills animals humanely. But I'm not sure if chemical sedation and suffocation is anymore humane than a bullet to the brain.

If you have ever seen a slaughterhouse, then I would venture to guess that the good 'ol shot to the head seems pretty tame.

Not for nothing, but everyone knows that cats love to, ahem, you know...

Now, I don't know really anything about this story other than what I just read, but why isn't anyone saying anything about the woman who allowed the cat to have kittens? If she allowed the cat out (which I'm not saying is a bad thing), only to want to bring in the SPCA to take the kittens, then shouldn't some criticism be placed there as well?

I'll never forget being at the SPCA to pick up our puppy - at least 25 to 30 people came in while we were waiting to drop off cats and kittens.

When I had cats, if I knew that one of them was going to have kittens, part of my responsibility as a pet owner would be to then assume the responsibility of their placement or else I would be stuck with them. Knowing that I didn't want that burden, I had the cats SPAYED.

The officer was outside his scope (no pun intended) when he did what he did. But, it really makes no sense to defer the responsibility of your animals, or their offspring, to an animal shelter - unless the situation was really warranted. It's hard to say in this case.....But....come on....If you have an unspayed animal, it will find a mate. Especially cats.

Most people don't look at it as thier responsibility to spay/neuter thier pets yet they let them roam outside. A nieghbor I know has cats that roam. I think they are on the 3rd set of kittens in the last few years.

How about if everyone e-mails the Mayor to express their displeasure with his decision!

who said i liked to hurt helpless animals? i mean, sometimes i actually do, but i never said it and i dont think anyone else did either. i like setting things on fire too...

anyway, back to the point at hand. how is shooting a cat to death any more criminal than killing it with chemicals as the SPCA does thousands of times each year? if he put a bullet in the cats' brains, where's the cruelty?

the SPCA is a joke. killing an animal and animal cruelty are not one in the same.

What's next, are they going to charge me with cruelty for using a mousetrap?

The public needs to know that this case was never put on the back burner and there are some who feel that Fred Grasso should lose his job over this in addition to killing a dog a few years ago.

Please see the information found on the SPCA\'s Website:

Fred Grasso\'s next hearing has been moved to the nearby town of West Seneca, NY.

Frederick S. Grasso, the Lackawanna animal control officer who is accused of fatally shooting three cats on June 10, is due back in West Seneca Town Court at 8 p. m. Jan. 6.

West Seneca Town Justice Richard B. Scott Tuesday night denied a motion to dismiss two misdemeanor charges against Grasso. Scott previously denied the same motion on Grasso\'s behalf at an Oct. 14 hearing.

Grasso, 60, is accused of violating the state Agriculture and Markets Law. He remains on the job.
Lackwanna Mayor Norman Polanski responded by saying this case is a publicity stunt by the SPCA? Read here:

I'm sure Judge Scott is above giving in to political pressure but I find it disturbing that anyone would solicit people to contact a Judge in regards to a case to be heard in front of him. Lobbying like that has no place in the application of law. To even attempt to influence a judge shows a serious lack of respect for the judge and the fundamental priciples upon which our criminal justice system is based.

Tell us, how were unions created? Did it just happen? Did you learn nothing from Norma Rae?

How were/are certain laws enacted and passed?

How does the government know what laws should be made?

    How was our country formed?

    By fighting, protesting and lobbying.

Your comment reflects your inapt ability to understand the concept of law and the right to speak up for injustice for which this country was built upon.
