    Nepotism & Federal Law
    Nepotism is the act of favoring relatives. Title 5 of the Code of Federal Regulations addresses the issue of nepotism within the government and makes certain provisions to eliminate it.
    Application

    The federal law that restricts nepotism applies to all members of the executive branch of the federal government as well as positions in the judicial and legislative branch that are subject to civil service laws.

    Violations


    The Code of Federal Regulations specifically prohibits a public official from hiring or promoting a relative or a relative of a higher-up official. Also, it is illegal for a public official to actively or indirectly endorse a relative's appointment or promotion.

    Purpose

    This is in place to ensure the federal government is run by competent, qualified individuals. If public positions were given as personal favors, the best interest of the people would be ignored.

    Clarify

    8/4/11 Special Meeting purpose changed from Personnel Cuts to just Personnel, content remains the same. So board clerk & district employees do read here. Also regarding the qualifications required for the Attendance Teacher position, both the previous and prior are certified teachers. But the former employee of 5 plus years & tenure held a Attendance Certification which is no longer offered throuh NYS and Boces. That certification qualified her for the position in the first place. Go figure. Prior employee granted job on her own merit, not politically connected, one of few.

    Don't you guys have a ethic department or something on that order to monitor for this type of stuff? Or if it's unionized why isn't the union standing up for the person who was let go so that "friends/family" don't replace qualified people?

    Put family and friends on ethics board also this way you can look the other way. Just look at the city one. Employees are on it. It's a joke.

    WNY, the only ethic's Lackawanna has is being unethical. The word ethical is not in their vocabulary. The teacher's union has been grieving this case since December 2010, when notice was given to the prior employee regarding Attendance Certification expiring. The Board knew full well that the certification could not be renewed because the certifications was no longer available in New York State. This was just a political hire and they took out an employee that worked in the district as a substitiute teacher for more than 15 years.

    Over the ten years the former employee was a subsitute for the district which English was her certification there was one English opening for her to apply for, which she did. That job was given to Greg Staniszewski, brother-in-law of Sue Staniszewski, a very very good friend of John M. The more I dig the worse it becomes.

    Why don't you guys send a letter to Andrew Cuomo pointing this out. This is the bs politics that are not good for our community and in the long run the kids suffer because of it. Make examples of these people who do this.

    I sent a letter to Mr. Cuomo when he was State Attorney General about both the city and the school district when I lived there. He did nothing and as a matter of fact he never even responded. Basically if its a fellow democrat doing it they get a pass while they continue to move up the ladder to bigger and better paychecks! Seriously you have Norm Polanski on tape doing illegal stuff and yet no charges from either the Erie County DA or the State AG? They just let him keep moving up the ladder. Thanks Andy and Frank!

    This issue is also being investigated by the NYS Educational Legal dept, we will see where that goes.

    Wow, great, super, our march to the bottom. One of the highest paid teaching salaries in the area. This is what happens when giving politicially connected people jobs is more important then teaching your children. What an embarrassment. The community should be embarressed for not demanding more from the Board of Fools and the Superintendent. To the administration & teaching staff if you can't do the job get out. Our children's future can't afford you. Failure is not acceptable!!!!!!!

    Why does Lackawanna always seem to come up missing the boat? I know lots and lots of dedicated, unselfish, formally educated or not people live in Lackawanna.....so who is allowing Lackawanna Schools-City-Image to maintain this steady downward path?
    Do people really not care at all? Is it a case of rampant apathy--- grin--- and tolerate it--- attitude because taxes are low compared to West Seneca, etc.?

    I am suspecting tax increases in the very near future.........Geoff if he wins will blame the "previous administration" and the LA-BOE will blame the public and the tax cap somehow. Neither one will admit that they have been part of the problem and NEVER offered a solution through budget committees or less spending.
    The drunken sailors/marines spending spree,(no offense to anyone military--just a term), are going to have to sober up real soon .....somehow the truth will prevail!

    the New York State School Boards Association ..’s 92nd Annual Convention and Education Expo.
    Local tourism officials say it is the first time in a decade that the gathering has been held outside New York City.
    The four-day event is set for Oct. 27-30 at the Buffalo Niagara Convention Center .. . Consuelo Castillo-Kickbusch, formerly the highest ranking Hispanic woman in the United States Army, will provide the convention’s keynote speech on Thursday at 5:30 p.m.

    Among the topics up for discussion, according to the group, are the state’s enacted property-tax cap, new teacher evaluation methods, national common core standards and other major education initiatives. Board of Regents Chancellor Merryl Tisch and State Education Commissioner Dr. John King Jr. will be on hand to discuss the impact of these initiatives on schools.

    Also in attendance will be Gov. Andrew Cuomo’s new chief education advisor, David Wakelyn.
