    City of Lackawanna's Comprehensive Plan 2020

    Yep, the City apparently has a COMPREHENSIVE PLAN 2020...
    That was 4 years ago...in just NINE MORE YEARS, the City's vision for 2020 is as follows:

    City Council Meeting
    June 19, 2006

    Resolution #13, 2006

    Whereas the OLV Renaissance plan intends to seek grant funding to improve Baker Alley and create a walking trail, pocket park and expended parking for area to address THE CITY OF LACKAWANNA'S COMPREHENSIVE PLAN 2020 consistent with the following points FOUND IN THE PLAN:

    (1) to promote the historical resources of the City for economic benefit
    (2) to provide additional natural and open space uses
    (3) enhance and preserve significant visual resources in Lackawanna
    (4) improve the appearance and circulation of the LACKAWANNA BUSINESS DISTRICT
    (5) investigate and address the need for additional pocket parks
    (6) link City recreation, cultural and historical resources through the development of the CITY TRAIL SYSTEM and work with the Greater Buffalo Niagara Frontier Transportation Council, NYSDOT
    (7) improve pedestrial and CYCLING TRANSPORTATION system
    (8) participate in State programs that highlight the significance of historical properties
    (9) increase the number of trees particularly on or near South Park and Ridge Roads

    City of Lackawanna Redevelopment Plan

    The City submitted a proposal for a grant through RESTORE NEW YORK COMMUNITIES INITIATIVE

    City of Lackawanna – City of Lackawanna Redevelopment Plan
    Grant Total: $800,000

    The City of Lackawanna is requesting funding for a comprehensive revitalization project that will fulfill the goals of its citywide redevelopment plan. All actions are integral to the redevelopment of business and housing sites at the most visible locations within the City. Efforts to immediately improve commercial and residential property include: Asbestos abatement of the 96,100 square foot vacant Bethlehem Steel office building which will be evaluated for potential re-use. In addition, assistance to Catholic Health Systems for the Our Lady of Victory (OLV) Senior Complex will enable them to complete the final and most visible phase of construction, a new entrance and commercial space.

    I like how they say final phase. In the plans there was supposed to be a park where the parking lot is on Melroy and Ridge. What the heck happened to it?

    WHEREAS, the OLV Renaissance plan addresses
    the City of Lackawanna's Comprehensive Plan 2020:

    to develop a regional identity within Erie County that promotes the City as a unique and growing community (Population Policy 1.2)

    to develop senior housing (Population Action 2.2.2, Housing Policy 2.1)

    to develop retail activities in the central business district that will appeal to visitors of the Botanical Gardens and Basilica and increase their stay (Economy and Growth Action 3.1.2.Policy 7.1)

    Not sure if this is part of the Comprehensive Plan 2020 but... "TREMENDOUS TOURIST ATTRACTION?????????" Really?

    How nice! Where did this end up? Where's the grant monies? Buffalo is moving along, Hamburg is moving along and Lackawanna is dead in the water.

    $400,000 grant money was requested for a park behind the Senior Center...

    City Council Meeting
    July 14, 2010

    The City of Lackawanna hereby reaffirms the City of Lackawanna Comprehension Plan is "OVER FIVE YEARS OLD."

    The mayor has requested that an application for funds for $400,000 from NYS Office of Parks, Recreation and Historic Preservation...for the development of Ralph J. Galanti Municipal Park

    and, if appropriate...a conservation easement/preservation covenant to the deed of the assisted property.

    The mayor requested permission to file an application for a grant of $200,000 (with a 20% City match) for the City's "Trails Revitalization Project."
