can anyone offer a "no bid sale" to a town for ownership of land that belonged to a school to build a hotel?

I would think a school district could sell property they own to whoever they want. Best practice would tell you that the highest price would come from a closed bidding process, but I'm not a lawyer. I don't think a municipality would own a school.

The City of Buffalo owns its school buildings, not the BSB. Likewise, many towns own their school properties, as well.

Read the Full Story in Business First

Paladino is working with West Seneca officials on a proposal to construct a six-story, 105-room Staybridge Inn on Slade Avenue. It will be visible from the New York State Thruway and serve as a companion to a Hampton Inn hotel he already operates on the same street.

Pending various municipal approvals, construction on the $5 million, privately financed project could begin this spring and be ready to welcome its first guests this fall.

Designs in place for West Seneca hotel
For the second time in less than a year, Staybridge Suites has teamed up with local development interests to build one of its hotels.

Developer Carl Paladino, through his Slade-Potters LLC, acquired land from the West Seneca Central School District on Potters Road to build a 112-room Staybridge Suites. It will be located down Slade Avenue not far from a Hampton Inn owned and operated by Paladino.

According to public documents, Slade-Potters LLC paid $500,000 for the land.

    No bidding is required

§ 1804. Board of education; election; powers and duties.

the board of education of a central school district may, by resolution,
after a period of at least seven years of centralization, sell any piece
of real property which such board shall deem to be of no use or value
therefor. The sale of such property shall be without the approval of the
qualified voters of the school district, unless a petition requiring
that the question as to the sale of such property be submitted to a vote
by the qualified voters of such district.

from a special session called by supervisor clark aug 2006 raising questions about rezoning of properties,

Motion by Supervisor Clark, seconded by Councilman Hicks, to approve the request for a rezoning for property located at 675 Potters Road, being part of Lot No. 291, changing its classification from R-65 to C-1, with the stipulation that the property be developed for a combination office/retail building and a hotel.
the "slade group" made donation of $1,000 jan 10, 2007 to friends of paul clark, then the "slade group" made another donation of $2,000 jan 11, 2007.

but in 2009 was a request from "Slade Potter Group" for a variance for property located at 162 Slade Avenue to erect pedestal sign made by a rep of ellicott development.

you're probably right about the political contributions. aprox. $3,000 worth.

the "slade group" address is 295 MAIN STREET (that is the ellicott development address), in searching all in that address of donations, including: JP GROUP LLC, 1093 GROUP LLC, it tallies up to $9,000 of which was donated to friends of paul clark less than 6 months after a special session about "rezoning" properties upon building the hotel.
