There had to be a main reason why development never took off. If the state park is a small area what happened to the rest of the area? Did a political party get in the way of real development?

A lot of jokers on this thread making a lot of empty excuses.
Parks, casinos and view of the falls don't explain why the roads in that city look like a third world country. Nor do they explain why what is there can't be made to look presentable. Or why they closed down all the tourist information shops.

This. As long as city council is run the way it is,The city will stay the same. The prime example is One Niagara.How can you sell a property that has taxes owed on it and not collect them either before or after the sale.The you have the council blocking Mark Hamister from getting the land next door because they feel the city isn't going to make enough from the sale.The rumor that was circulating at the time was that Sam Frusione was a silent partner in One Niagara and they wanted the property as it affected his gift shop.Amazing,Frusione gets the boot and council approves the sale led by Bob Anderson.See where this is going.It's been going on for years and it doesn't look like it'll be losing steam anytime soon.
