    Meet the 143rd State Assembly candidates

    Endorsed Republican/Conservative/Independence Party Russell Sugg and Democratic Party endorsed candidate Monica Wallace were invited to a ‘Meet the Candidates Night’ forum sponsored by the Cheektowaga Chamber Commerce and Lancaster Area Chamber this past Tuesday evening. The candidates were given time to make opening statements and then fielded a question from the moderator and from audience member – approximately 30 attendees.

    Russ Sugg opening statement

    I would like to thank the Senator for leading off and talking about corruption because in this district that is what we have had in the last few years. Our politicians should come back and apologize for the way they have behaved. We have had the Gabryszak situation, and Wozniak unfortunately, and the list goes on. Even our leaders in the Assembly, Skelos, Silver, the corruption just goes on with our politicians...

    That’s what brought me in to politics several years ago. When I went to vote, it was vote for one; one choice. Vote for two, and there were only two people out there. It was sad. So I joined the Citizen’s Party, learned what they did, learned there was no competition in the Village of Lancaster, promptly stepped down and started my own party, Integrity of Choice.

    Scout Leader, church goer, decades of volunteering at the church and schools, I decided to name my party the Integrity of Choice Party because the people need a choice. In our Village of Lancaster the people had no choice. Won in a landslide victory, that was a good thing.

    So I then started delving into what a Trustee really does. I started delving into the responsibilities and found there were a lot of problems; corruption, which we are still met with. There was inappropriate behavior which I put a stop to. Whenever there was inappropriate behavior I brought it to the individual first, and then to the public. If they didn’t correct their actions, I took it to the public.

    This District needs help. It’s the same old same old. Monitoring yourself is the second grade mentality. I am not a polished politician, a professor, but a citizen that is concerned and this district deserves better than what we have been getting. So I promptly put my name in for ‘ethics reform’ because in the Village I implemented ethics reform. We took the State’s ethics policy, looked at what we had to do at minimum, and improved it. A few months ago we passed a new ethics policy in the Village of Lancaster. I didn’t get everything I wanted, but it was a right step in the direction. What I wanted was a Citizen’s Advisory Board; citizen involvement. We don’t want politicians monitoring themselves. We want citizens to have oversight; to lend a hand in saying what is right, or what is wrong. When someone monitors themselves, that’s just not enough. We need citizen involvement in the process.

    I have a tremendous amount of respect for what the Chamber does. I moved to New York State, started a business, sold my business and became a state employee. I am now a union employee. If you are a union employee you should vote for someone like me. Our division department had 600 employees at one time and is now down to less than 100. We promoted training and education and people moved on. People even moved up by starting their own businesses or within the department.

    I brought that experience into the Village. We had a part time secretary who said she needed a full time position to support her family. We encouraged her to further her education and to take civil service examines. She now has a full time position working for the town. I am a promoter of education, training, taking examines and not just filling positions that are not necessary. So when someone leaves you evaluate that position every time to determine whether you need that position filled.

    Audience questions

    Sugg was questioned by an audience attendee on how he intended to increase the STAR exemption with no increase in taxes. He responded that he helped implement the StAR exemption in the late 90’s and the increased costs could be offset by addressing the $100 million in fraud found in the system two years ago, identity theft incidents, etc. Suggested savings could be had by using the income tax form as alternative to present system which would help eliminate steps in the process.

    Questioned on what separated him from his opponent Sugg responded that unlike his opponent who is a UB law professor he has years of political experience and from volunteering in the community an ear to the people’s concerns. He added he not only advocates ethics reform but his involvement in instating an ethics policy in the Village of Lancaster. He added that although he has the endorsement of the Republican/Conservative/Independence/Reform Parties, he does work with the Democrats and they should consider his qualifications because he was not elected as Trustee in the Village based on Republican or Democratic Party lines but as an independent, elected by constituents of all parties.

    About a year ago, give or take a month, I was actually recruited to run for office. I naively, or shall I say foolishly presented myself to the Democratic committee and said, “You know what; I want to run for this Assembly seat. And I said that because I was not happy with the quality of leadership we had at the time, in this position.

    At the time I made the offer I was running against Angela Wozniak. But before I did that though, I did what I do, teach at law school. I talk to current and former Assembly members and I said, “You know, I want to do this job because I know that I can make a difference. I have the skills, I have the integrity, I have the judgment, but I don’t want to waste my time if I can’t make a difference.” They all assured me that, yes, I can make a difference. So I started to go for it.

    Right from the beginning I set three legislative priorities on my agenda. First and foremost is ethics reform. Not only because of the history of the seat, as mentioned earlier that we had two scandals. They are embarrassing to our community; they destroy the public’s confidence in government; and they are expensive as we keep in mind the expense of the lawsuits.
    I have always held myself to the highest levels of integrity. I believe we should expect that from our public officials. I promise if elected to hold myself and my colleagues to the highest level of integrity and I will do that by strengthening existing laws on enforcement mechanisms, establishing new reforms to address the loopholes and problems created by the corruption, increase transparency, and by stripping pensions from public officials who abuse positions of trust. So, first and foremost, ethics reform!

    Second: education. We all know the way Common Core has been rolled out and I have some concerns myself. I have a child in Middle School and a child in High School and I can speak to the issues as a parent. I see the problems. I see the problems manifested in my students. We need to listen to the educators as the curriculum needs to be decided by educators, not politicians.

    I can also speak to education on a personal level; a journey in education that led to my personal life... Raised by a single mother who raised three children and who never went to college, I was the first person in my family to attend college. I understand the struggles of working families because I lived them.

    Lastly: investing in our community; investing in smart economic policies that have been shown to spur private growth. Investing in our bridges, roads, and our infrastructure and making this an attractive place for businesses to move to, to stay and to create jobs. Someone mentioned earlier some of the problems that have taken place with the Buffalo Billion, but a lot of good have come out of that.

    I will work with everyone to ensure we move our community forward. Someone asked me the day who I admired in the Assembly. I said Paul Tokasz. He was in this position for 17 years and did a great job for our community. What I liked about him was his reaching across the aisle to work with his colleagues. We have had enough finger-pointing, enough blaming the other person, enough politicians standing up there and saying it’s not their fault. To get the job done we need collective effort and compromise.

    Questions to candidate

    The Assembly has 115 members, 108 Democrats to 42 Republicans (current makeup); one of the issues we hear in this community is that New York City controls 61 of those seats – 59 of those held by Democrats of your party. If you were successful getting elected how would you and your downstate colleagues bring resources back downstate to the Assembly here?

    Wallace: First and foremost, I would pledge to every one of our representatives to work…to collectively work to put the needs of Western New York first. I am no shrinking violet to people who know me and I know how to work among people, In fact when I announced I was running as a Democrat people were surprised because I worked for a Republican judge for 15 years. I know how to work with people from different parties.

    I know how to find common ground and I know how to make my voice heard when we have problems. We need to address the issues of WNY and work collectively as part of a strong New York coalition to fight for our fair share of revenue and resources on a regional level.

    Question from the audience

    I need some clarification on the following. On your literature piece it says you are a law professor and we looked on the website and …

    Wallace: Actually I just noticed that. I said I am a law faculty member not a law professor.

    Questioner: But it says you are a law professor on your literature piece.

    Wallace: I know that anything that went out in my name, that I paid for says law faculty member. I can assure you that. I would like to see that.

    Questioner: You can have this.

    Wallace: It may not have been me. I know there were other groups sending literature out under my name. And I know my opponent referred to me as that (law professor).

    Questioner: It also says here that based on a website you are a lecturer law professor.

    Wallace: I am a lecturer in law and I always refer to myself as a law faculty member. This was not put out by me. You can see right here that this was paid for by Greater Public Schools. I didn’t pay for it and I have no control over it. Anything I put out under my name will say faculty member. In fact, if my students were here… they call me professor … I do the same job as a professor but the distinction is that I am not on tenure tract. I do not publish.

    Questioner: Your resume says you are a research professor.

    Wallace: It says law faculty member.

    Questioner: No it does not. I have a resume copy here It says you are…

    Wallace: A legal writing, research professor, yes, that’s right.

    Questioner: I have yet to find any indication of research made by you and/or publications.

    You could have included the Working Families Party and Women's Equality Party endorsements for Monica Wallace, as you did with the minor party lines for Russell Sugg.

    Speaking of women and women's equality, let's hear Mr. Sugg's view on his presidential running mate, Donald Trump.

    Donald Trump objectifies women as if women are there for his personal sexual gratification at any moment because he's a "star."

    With the release of the now infamous recording yesterday, GOP types are abandoning this creep ALL OVER THE COUNTRY!!!

    Will Russell Sugg repudiate Donald Trump?

    That is a good question since just last year Mr. Sugg did not repudiate his two running-mates in Lancaster with similar "histories" of treating women as sexual play things.

    ENOUGH ALREADY!

    This is the one district in the ENTIRE State of New York where boorish sexual escapades have embarrassed residents during the terms of the last two assembly members. The way the two candidates seeking to restore some sense of reputability to this seat is important and they need to strongly admonish and reject this sick man Donald Trump.

    There's a real irony here in the FACT that Russell Sugg supported two sexual obsessed men just last year, runs for a seat that is downright at the center of sexual misdeeds and now his running mate for president of the United States turns out to be perverted.

    You're getting caught up over a title that was appropriately used accordinging to the Merriam-Webster Dictionary:

    Professor | Definition of Professor by Merriam-Webster

    1 : one that professes, avows, or declares. 2 a : a faculty member of the highest academic rank at an institution of higher education b : a teacher at a university, college, or sometimes secondary school c : one that teaches or professes special knowledge of an art, sport, or occupation requiring skill.

    Knowing Mr. Sugg personally, and from hearing the same from many others, he is a man of morals, values and would never make such lewd remarks; nor would be condone them. Why do you feel the need for him to do so? Do you feel Mrs. Wallace should repudiate Clinton for her remarks and scandals?

    Ah, the same old ‘guilt by association’ accusation by Breezy. Mr. Sugg ran on the same lines with others and Breezy decides that he should be their ‘guardian’ and monitor their personal lives. It is no less foolish than for someone to look at Mrs. Wallace’s campaign donor list and accuse her of being access influenced considering that much of her $107,518 contributions came from NYSUT/BFT, developers/builders, businesses, and attorney’s/justices.

    Mr. Sugg has a grand total of $1,692 from grassroots fundraisers. It is a ‘David vs. Goliath’ battle.

    Neither Mr. Sugg nor Mrs. Wallace need repudiate anyone other than the last two 143rd District Assembly members whose seat they are vying for – and they have both done that. Tying Mr. Trump into this election is asinine. And, you don't give women enough credit. They are far from stupid and will decide who the true abusers/users are.

    The individuals who attended the meeting were more centered on Mrs. Wallace claims of integrity and her stance on ethics/ethics reform and where she then betrays that trust by her portraying herself as a full time UB law professor when in fact she is but a part time faculty member lecturing on law.

    They also can’t help questioning whether we need more lawyers in Albany or Washington when our state and federal governments are filled with such types and where those governments are corrupt, inept and dysfunctional. And these types leave office for whatever reason and become the detestable lobbyists that really screw the taxpayers over with their pay to play games.

    Whoever asked that question was confused by what she is hired to teach (research and writing) and what a tenure track professor is required to do (research and publish.)

    Is that the best the opposition has on Wallace, that 99% of people will call a University teacher a "professor" even thought hat is technically incorrect?

    This is how I look at things: first of all, this seat - the 143rd District Assembly - is not something minor. The 143rd Assembly - Public Servant seat - should be looked upon with great respect as the constituents demand high standards.

    When a candidate uses grandiose titles to further their career, IMO shows a level of diceit. Because Wallace is using Ethics as her number one focal point in her platform creates an illusion which is misleading in the publics eye.

    She has spoken at public events and has stated she is a Law Professor which she is not. There is a significant difference in academia between a Lecturer & a Law Professor.

    Concerning the indiscriminate use of ‘law professor’ title, Mrs. Wallace has been known to have used that term quite often in her travels. It may seem a trivial matter to some, to others disingenuous considering her adamant claims of personal integrity and ethical behavior; and promise to bring ethical reform to the Legislature.

    And yes, there is more. Documents sent me and asked to be distributed concerning Mrs. Wallace’s behavior and ‘guilt by association’ connections will not be revealed by me unless posters like Breezy continue to wallow in the mud to mischaracterize and demean Mr. Sugg – undeserving and having nothing to do with the candidate’s qualifications and commitment to act in the best interests of the residents of the 143rd Assembly District.

    Mr. Sugg signed a Covenant with the people of the 143rd district: It reads s follows:


    COVENANT WITH THE PEOPLE OF THE 143rd

    I give to the people of the 143rd New York State Assembly District my solemn word, that by the close of the 2017 legislative session, I will address the following issues, and through legislative initiatives, propose attendant remedies:

    (1) I will address the Student Debt Crisis. I will introduce legislation providing for limited exemptions from the base five (5) percent New York State Sales Tax for college, GED, and vocational students.

    (2) I will address the issue of family caregivers. I will introduce legislation providing for limited exemptions from the base five (5) per cent New York State Sales Tax for Family Caregivers.

    (3) I will address the difficulties of our veterans. I will introduce legislation providing for total and permanent exemptions from the base five (5) per cent New York State Sales Tax all veterans of the United States Armed Forces, including veterans with service in the National Guard.

    (4) I will address the financial concerns of the elderly. I will introduce legislation providing for total and permanent exemptions from the base five (5) per cent New York State Sales Tax all seniors in New York State.

    (5) I will honor the contributions of law enforcement and first responders. I will introduce legislation providing total exemptions from the base five (5) per cent New York State Sales Tax for all law enforcement personnel and first responders during the entire month of September, each and every year.

    (6) I will address the concerns of the STAR program application process. I will sponsor legislation to simplify of the STAR program's application process by including it as a line item on the New York State Income Tax form.

    Without reference to any specific legislative initiative, I promise to work diligently to expand the STAR program into ancillary areas.

    (7) In the general interests of good governance, I will propose legislation to begin the Constitutional process to term-limit all members of the New York State Assembly, the New York State Senate Each member of the legislature will be limited to five (5) two year terms.

    (8) I will work to prepare our students for today's economy, by proposing legislation giving enhanced tax credits to businesses participating in vocational and pre-college internships, hands-on job experiences, and/or informational seminars, aimed at further developing talents, skills, and interests in pursuit of sound student preparation to meet the challenges of today's economy.

    (9) I will address the affordability of child daycare. I will propose legislation to exempt from the New York State Income Tax the total costs of child day care.



    I further promise, by the end of the 2018 legislative session, to:

    (1) Have always supported the reduction of taxes on business, especially small business, in New York State.

    (2) To have always supported the full preservation of our Constitutional guarantees, and to consistently support governance that keeps, to the maximum extent possible, decision making in the hands of the most local authority.

    (3) To have worked diligently for campaign finance reform based upon transparency, with an oversight process directly and meaningfully involving citizen participation.

    ABOVE ALL ELSE, I PLEDGE, AT ALL TIMES, TO SERVE WITH ETHICAL DIGNITY, AND TO DEVOTE EVERY AVAILABLE HOUR OF MY TIME, TO THE DISCUSSION AND PURSUIT OF, TRUE ETHICS REFORM, WITH A VISION TOWARD GIVING OVERSIGHT AND ENFORCEMENT TO BI-PARTISAN AND INDEPENDENT CITIZENS, AND REMOVING THAT POWER FROM THE LEGAL AND GOVERNMENTAL ELITES.


    I have yet to see Mrs. Wallace’s platform agenda. Perhaps Breezy could post it. We don’t need the likes of what is taking place with the presidential campaign – the issues, please.

    I attended this event and was witness to the question and answer session. Monica was clearly "rattled" and taken off guard while she stumbled through her response. If I myself were able to achieve the prestigious title of "Professor" and knew someone "gave" themselves the title without earning it, I would be offended.
    Certainly does not fare well for someone claiming to run on ethics reform.

    How could you speak with such forked tongue Breezy? It was on the news that Bill Clinton raped gosh I don't I forgot her name and Hillary Clinton threatened the women her husband raped! Do we want a rapist in the white house? Bill Clinton did another sexual act on Hillary's plane heading to another fundraiser....he is a predator and that is a fact.

    Let's admit the reality here, both candidates suck!

    I happen to follow Mr. Sugg on Facebook and he recently did just that (i.e. repudiate Trump and his statements). He was promptly treated to one heck of a shellacking by a whole host of die hard Trump supporters (not taking a side either way, just stating the obvious) including none other than our resident hothead Mr. Fudoli and also Mr. Brainard (who couldn't seem to form a coherent sentence). Anyone who follows Mr. Sugg can take a look for themselves and draw their own conclusions if they so choose. Entertaining, but sad, in that there is such glaring double standard that is apparently lost on these folks.

    ‘Professor’ issue raises Wallace ethics question
    I almost bought the inspirational Monica Wallace story. The civic-minded candidate. The working professional. The mother and wife. The voter disgusted with corruption who jumped into politics to save her community.

    Yes, I bought it until I attended the “Meet the Candidates” platform sponsored by the Cheektowaga Chamber of Commerce.

    Responding to a probing question about her use of the title “professor,” Wallace said she always referred to herself as a “law school faculty member.” The questioner then confronted her with campaign literature identifying her as a “professor.”

    There is a big difference between a “faculty member” and a “professor.” The difference is not limited to a level of professional accomplishment; it reflects the value that the University at Buffalo Law School attaches to her position: tenure track versus non-tenure track. It may be likened to a store manager versus a part-time worker.

    Reacting to the confrontation, Wallace blamed her surrogates for the literature. Nothing to see here folks; move along. Not too ethical. Apparently, Wallace has also been frivolously throwing that specific title around on her resume and website.

    Dig deeper and one will discover that Wallace is a skilled writer who uses the written word to shade facts to produce compelling narratives.

    The art of persuasive deception at its best. That explains a lot.

    It would explain the repeated frivolous use of “profess or.” It would explain her so-called rise from obscurity. It would explain that huge special interest war chest.

    I guess I never know which Monica Wallace I’m listening to: “Professor Wallace” or “Faculty Member Wallace.” The citizen-candidate or the contrived puppet for special interests?

    Is Monica Wallace’s top priority really ethics reform?

    ‘Professor’ issue raises Wallace ethics question
    I almost bought the inspirational Monica Wallace story. The civic-minded candidate. The working professional. The mother and wife. The voter disgusted with corruption who jumped into politics to save her community.

    Yes, I bought it until I attended the “Meet the Candidates” platform sponsored by the Cheektowaga Chamber of Commerce.

    Responding to a probing question about her use of the title “professor,” Wallace said she always referred to herself as a “law school faculty member.” The questioner then confronted her with campaign literature identifying her as a “professor.”

    There is a big difference between a “faculty member” and a “professor.” The difference is not limited to a level of professional accomplishment; it reflects the value that the University at Buffalo Law School attaches to her position: tenure track versus non-tenure track. It may be likened to a store manager versus a part-time worker.

    Reacting to the confrontation, Wallace blamed her surrogates for the literature. Nothing to see here folks; move along. Not too ethical. Apparently, Wallace has also been frivolously throwing that specific title around on her resume and website.

    Dig deeper and one will discover that Wallace is a skilled writer who uses the written word to shade facts to produce compelling narratives.

    The art of persuasive deception at its best. That explains a lot.

    It would explain the repeated frivolous use of “profess or.” It would explain her so-called rise from obscurity. It would explain that huge special interest war chest.

    I guess I never know which Monica Wallace I’m listening to: “Professor Wallace” or “Faculty Member Wallace.” The citizen-candidate or the contrived puppet for special interests?

    Is Monica Wallace’s top priority really ethics reform?
    OK, so I went on Monica Wallace's UB website and here is what is noticeable.

    1. She states in her Bio that she is a Lecturer, however when you read her bio she refers to herself as Professor Wallace.
    2. On her CV, she refers to herself as Research Professor, yet we now know that she is a non-tenured track faculty member that has no research cited on the UB website, I checked it out. All research Professor's have their research cited on the website.
    3. She was stating on her literature piece that is sent to prime voters that she is a Law Professor, but actually she is not, a Law Professor is a prestigious profession and is a tenured track faculty member.
    4. Monica Wallace is very part time, not sure if working as a Lecturer gives you full time faculty member status.

    For myself, for someone who states that Ethics is her number one priority as part of her campaign platform, this surely does not fall under that category.
    Ethics mean moral principles that govern a persons behavior. It personifies moral values, it differentiates between right and wrong, dictates of consciences-sense of ethics, and honest. So for myself, if you are the type of person that inflates your career title from Lecturer to Law Professor that posses the narrative that you are being less than honest in fact you are misleading the public as someone who is running as for a seat on the 143rd Assembly seat as a public servant.

    This is how I think about things. Don't claim Ethic Reform if you can't be ethical about what you do for a living career.....
