Well folks it is that time of year again when the school district is working on the budget for 2010. EVERY tax payer needs to pay close attention especially this year.
- With the current Superintendent leaving by February 1st, who will REALLY look at the budget line by line (Besides Joe Dicenzo): and hold the district acoountable for spending?
Our city politics makes Norm look like a SAINT compared to what has been happening for years in the school district. We have an almost 50 million dollar budget for less than 2000 students. YIKES!!!!
I feel sorry for all the young families out there who pay school taxes here only to send their children to private schools...OUCH!
Shame on ALL the board members over the last 20+ years who gave friends, family and patronage jobs at TAXPAYER expense. Now the district will have to make cuts and WATCH CAREFULLY how people will be cut....it will be done by seniority,of course, but LOTS of teacher aides may suffer a job loss because of appointments that were UNNECESSARY over many of those last 20 years. No one should lose their job but GREED has cost this district a lot. Not one of those deal makers had any insight as to the hurt that would come down the road years later and...we are now on that road and it is a treacherous one!
Pay attention too who will be running for the two board seats up end of June. There will be HEAVY political campaigning to make sure some of those relatives/friends etc. positions will NOT be touched.GOOD LUCK WITH THAT!!!!
If anyone REALLY cared about the kids we would NOT be in this position and at the bottom of the list for quality education. All some people cared about was GIVING JOBS!
PLEASE VOTE NO TO THE SCHOOL BUDGET IN MAY 2010.

why can't city departments use school buildings for rec and educational programs? They should partner. How do you feel about this issue?
They both have issues.(THEY BEING SCHOOL AND CITY) nothing ever comes for free in this city.For instance did you know the school district pays the city for use of the Veterans stadium for football.Correct me if I am wrong but wasn't the fundraiser for improving the stadium for this purpose. Another case of dumb and dumber right here in this city.
Unfortunately, it is NOT that simple. All states are governed by their state's educational law. That alone is mind boggling and volumes...
Then there is the individual school district policy. That would be the primary purpose of a school board member... to make school policy. If you get past these two steps for why you request using the facility, you will need to do an application (which can be denied) but if you pass these steps you get a permit. Obviously there is a tight timeline to get your request in way before the date you need the facility.
To the best of my knowledge NO SCHOOL/SCHOOL DISTRICT (public, charter or private) allows their facility to be used by their local city or municipalities.
Insurance is a big part of this but again State Education Law clearly states that schools are to be used by school staff for school purposes.
You can visit NYSED.gov and look over to the index (A-Z) for topics that may interest you. You can also access NYS Education Law for a little light reading...lol!
Any public school that requests using a facility other than their own school facility will have to PAY for that use. Lackawanna is correct in having to pay the city because that Stadium is the property of the city. The city has the right to charge and deny application.

I wouldn't go too far wih examples, but Lackawanna City is sponsoring the winter program in Lackawanna High School every year. Hopefully, the taxpayers and their children can use a new pool this year.
The West Seneca and Hamburg School buildings are used for community programs; check out their Community Education booklets available in local libraries.
The focus should be on partnership between both organizations. Besides, the building are used by taxpayers and are paid by the taxpayers' money.
I agree with Zanna. Some communities use school facilities regularly (and vice versa). For example, schools that having swimming pools frequently have open nights for community swimming.
I think it's less about NYSE rules and more about attitude on the part of the municipality/school district.
Yes, most schools allow the use of their facilities BUT, like I said, it is NOT a given and there IS A PROCESS for the application to use a facility. ALL requests must pass to the local Boards of Education for their "YES" vote.

It's sounds that anything is possible, including the use of PUBLIC Facilities for Public. Who wants to get involved and develop new programs? Who wants to be involved with the community projects? Any ideas?

Remember -salaries are set in stone! 60% of the budget is for SALARIES. Don't pass the budget...hmmmm...what's left over AFTER the salaries? Everything that affects our kids! Books, updated computer & technology equipment, clubs, etc. Think about it. Not passing the budget isn't going to hurt the teachers, maintenance men, cleaners, administrators...JUST THE KIDS!
Not passing the budget will cost the school district to go to a contingency budget which means that there will be a FREEZE ON ALL HIRING. This will save taxpayers lots of money in the present and the future. If they are NOT on the payroll now, we will not have to pay their salaries for YEARS to come.
A contingent budget has NEVER HURT THE KIDS!!!! That is only a threat to get people to vote...they WILL find the money to make things happen for the kids. That is why Catholic schools have so many fund raisers....now that is grassroots funding!

A contingency budget will do more than freeze hiring - it will also cost people their jobs.
How is that? I am not sure why you think that. Payroll is the #1 expense on a budget and given the current state's plan for schools, if the district does not have enough money in the reserves to cover the budget cost (as is) for the next year, they will have to cut jobs right now (that will go into effect with layoffs July 1). Once a contingency budget (if this ever happens) is passed, the school district cannot create new jobs or hire NEW staff after July 1, 2010 for the whole year until another budget is submitted and passed the next year.
