NYS is not good for business unless you are politically connected or in a "program" that others have their hands in. Like the start up ny program and IDA's.
The business environment in NYS is so bad (How bad is it?), that businesses that sell marijuana can't make it. LOL. How is that even possible? EVERYTHING the state touches turns to crap. That guy who works the West Side is doing a bang-up trade.

Medical marijuana business in New York is a bust so far

But the five companies that the state selected in 2015 to get marijuana into the hands of people suffering from debilitating and sometimes terminal diseases such as cancer, AIDS and multiple sclerosis tell a different story.
“Our company is not close to break-even yet,’’ said Ari Hoffnung, president of Vireo Health of New York, which has a marijuana-growing facility in Fulton County and dispenses its products in two downstate and two upstate locations. “And based on my understanding, no one has made a dime here in New York.’’

Among the 23 states that now allow some form of legal weed, New York's law is among the most restrictive. Only a handful of serious conditions qualify for a prescription, and so far there are only 71 patients in the entire state. The patients are only allowed to use tinctures and oils, which can be vaporized, inhaled, or consumed orally in capsules. Smoking or growing marijuana is still strictly forbidden.
New York's law only allows people with "severe debilitating or life threatening conditions" to obtain weed extracts. The qualifying conditions are cancer, HIV/AIDS, ALS (Lou Gehrig's disease), Parkinson's, multiple sclerosis, intractable spasticity from spinal cord damage, epilepsy, inflammatory bowel disease, nerve damage, and Huntington's disease. State officials are still deciding whether to add Alzheimer's, muscular dystrophy, dystonia, PTSD, and rheumatoid arthritis to the list.
Karen O'Keefe, director of state policies at the Marijuana Policy Project, pointed out that the majority of data on the palliative effects of marijuana comes from examining the effects of smoking dried buds, rather than consuming it in the forms allowed under New York's law. She also noted that pot legalization has been shown to correspond with a decline in the number of opiate overdoses.

Yes, while incarceration for minor drugs offenses and keeping a DEA healthy and well-fed (typically Republican and allegedly non-socialist mantras) along with the associated judicial and corrections have no stake in the game. When will conservatives who tout big military or law enforcement finally consider this spending a form of socialism and/or welfare?

Republicans are the tax and spend party wanting more and more government? I have no problem with a strong military and getting other countries in the world to share the burden.
