I noticed that they are asking to re-zone 21+ acres which makes this a Type 1 action under SEQRA, but they only completed a Short Environmental Assessment Form. It also appears that this is within 500 feet of the border with the City of Buffalo and is required to be referred to the County for their approval first pursuant to General Municipal Law § 239-m(3)(b)(i).
