N0! WNY resident (Tony) you broke the rules . That is why you were removed .
What rule? The heading didn't really have a rule set to follow. I thought it was because I was pointing out common sense. Why would any property/business owner want to pay more for services when for the most part you can still get the same services or better for less money.
Home/business owners are employment agencies for the politically connected.

This loss of population is for Depew. I want to see if I can find something that is specific to the Village of Depew.
Population in 2014: 15,205 (100% urban, 0% rural). Population change since 2000: -8.6%

Is this true for the Village of Depew? Are they paying annual dues to NYCOM?The Village Board suggested that non-profit CGR (Center for Government Research) would be biased if hired to complete a study. However, they are utilizing NYCOM as their “expert” on dissolution – a business that receives annual revenues from the taxpayers of villages. Who has more to lose if the village dissolves? CGR with a single post-vote plan or NYCOM with annual dues and conference/training fees?

Designing a 21st-century Local Government
Scenario: To address the growing financial burden of local government on taxpayers, leaders in this historic community – the birthplace of the Women’s Rights Movement – seek to analyze what municipal consolidation of the Village and Town would mean for services and taxes.
Challenge
Determine if it makes operational and fiscal sense to dissolve the Village government as a legal entity and merge all services in the surrounding Town
Draft a plan for incorporating the Village’s essential services in the Town’s administrative structure
Inform voters’ decision-making by evaluating the fiscal and budgetary implications of restructuring two governments into one
What CGR Delivered
Expert project management and plan design support, encompassing:
Comprehensive review of existing conditions
Design of dissolution options for the Village of Seneca Falls, including the impact on critical services
Development of the plan for managing assets and liabilities
Analysis of the fiscal and operational impact on the community of each option identified
Facilitation of the planning committee’s selection of a preferred alternative
Extensive public engagement effort to inform stakeholders about the implications of merger
Result and Impact
Following a year-long process, the Village government endorsed the dissolution plan
Voters approved the plan (2010)
The restructuring – the largest Village dissolution in NY history – took effect (2012)
Taxes in the Town of Seneca Falls for former Village taxpayers were reduced more than 48%
Town water rates reduced by 50%

I guess they do. From the Village of Depew Facebook page
Village attorney attends a conference paid for by taxpayers. There's a 'Conflict of Interest'. If the village remains a village, NYCOM still receives their dues. yet, they are the ones presenting the so called 'facts' on Villlage dissolutionVillage of Depew, NY

Nycom is NOT as unbiased as they portray themselves to be. Please see NYCOM's mission statement from their web site. In part, "Then, as now, NYCOM's mission is to serve as:
A powerful advocate for city and village governments and their taxpayers before the state's Legislative, Executive and Judicial branches of government;
A readily accessible source of practical information touching upon every area of municipal activity; and
The preeminent provider of training for local government officials. Through membership in NYCOM, New York's cities and villages are better able to provide essential services in the most cost effective manner."

Check out Channel Four. Petition for dissolution made the news. I can't believe some people thought they were signing for only a "study". Seems like a good excuse, especially since all who signed are on the Village of Depew's web site. They probably don't want to ruffle feathers of friends and family of employees in the Village.
Might as well post it -

Can people Petition for dissolution for towns like Cheektowaga & Lancaster ?
And where would they go? Dissolve into the county??

We have Volunteer fire halls that will respond for a fire/emergency. What do you consider "real" or not?
I wouldn't care if the town merged with Buffalo and we shed the school tax. Have one Superintendent for all the schools for the Cheektowaga district instead of duplication of services. Property owners are not employment agencies for people. We need employees for various services but you can't be wasteful.
