Another idea is across the board pay cuts. A community simply can not afford pay raises year after year.

West Seneca Central School District is the only district in New York State to be in significant financial stress for the past three years, according to state Comptroller Thomas P. DiNapoli.
West Seneca and seven other districts in the state are classified as having significant fiscal stress this year under DiNapoli’s fiscal stress monitoring system. This is the third year for the ratings of 672 school districts, which are based on the fiscal year ending June 30, 2015.

Sorry but the unions will never make a concession. They have the triborough amendment and funnel millions and millions of dollars into the democrat party to protect it.
Plus teachers don't make nearly enough money. Forget about total compensation including benefits and pensions, those are just little extras. They have a really hard job you know. We should give them all raises, after all their job is so important for the children.

financial condition audit of that district identified a range of concerns, including
the use of short-term debt and reserve funds to provide temporary cash flow
and the appropriation of fund balance to finance operating expenditures to help
address deficits.4 For the four fiscal years ending 2013-14, surplus funds in
the West Seneca District declined from 4 percent of the next year’s budget to
less than 1 percent.

I like this kind of thinking. Whatever spare change you have laying around you should hand over to the schools and our deserving teachers. Makes sense to me, nobody should have a problem with this.As we begin wrapping our heads around what the next few months have in store, let's bear this in mind: the average cost of a gallon of gas is $2.07 today in the Buffalo-Niagara market. In 2013, at the height of the budget crisis, that same gallon of gas was $3.80.
So, let's say you have a car with a 10 gallon tank, and you have to fill it once every two weeks. Your monthly cost to fill that tank was $76 in 2013, and is $41 today. If that holds out, that's $420 per year - a savings almost ten times the additional tax a $200,000 home can expect to pay to maintain the excellence of Clarence schools.
No one likes to see taxes go up, but the dramatic drop in gas prices acts as a massive tax cut for everyone.

Generally school districts are already getting group pricing. Thats partially what the ACA gave to individuals. The power to buy in a group to get lower rates. Before the ACA, Small and large groups were already paying lower rates. If you wanted to be a direct pay individual then you were probably paying $3500 or more a month.
The way around that was to join something like a chamber of commerce to get the lower small group rates.
