    School taxes may have a ZERO cap

    “Warning”: taxes might not rise


    Don’t look now, but given current inflation trends, next year’s school property tax cap may be … zero!
    That’s the message of a statement released last week by the Educational Conference Board (ECB), a coalition of groups representing public school administrators, school boards and—last but hardly least—the New York State United Teachers (NYSUT) labor union.
    The ECB’s “warning” was meant as an inside-the-Albany-bubble scare tactic, but for most New Yorkers, it’s good news: further confirmation that the tax cap is working exactly as intended.
    The cap is pegged at the lesser of 2 percent, or the inflation rate, not including debt service on voter-approved capital projects or revenues generated by physical additions to the local tax base. Current trends suggest that the consumer price index (CPI) may not increase at all in 2015, which would mean the starting point for calculating 2016-17 school tax increases will be an actual, hard freeze.

    As many New York State school districts are just catching up to the state aid amounts they received in 2009 because of GAP and have burned through millions of dollars of fund balance and debt reserve funds to balance budgets (and where the coffers are near bear in many districts), it will be interesting to see how school districts like Lancaster manage to weather another storm if nothing is done to reign in automatic 3+% employee wage step increases and skyrocketing benefit and pension costs - at taxpayer expense.

    Nice post, gorga. Hopefully the public will read the information published in the link provided to get an understanding of the consequences of having a zero sum budget increase fostered on the district.

    Some of the public may be informed and understand but the two new school board members will be there to fan the flames for the uninformed if it is not a zero sum budget, IMO
