    WOW,

    Lancaster's new tax Assessor will be one busy man. With Lancaster's updated assessments, and
    • possibly his New West Seneca Assessors Position(Another $13,000.00 tax dollars a year).
    • And his work for Lancaster's IDA(Another $3500.00 tax dollars).
    He also says, "We(Lancaster's Assessors Office) maintain and update the Bills, PILOT spreadsheets, prepare and send out all Town, County and Village Pilot Bills, collect the money, Track Payments, send it to the appropriate juristdiction etc. We also work with the school districts to prepare their bilings, but they send them out them selves"

    What a busy guy !

    Arrow Corrections - I hope!!!!

    I hope this is more accurate:

    Lancaster Tax Assessor's base rate is $66,793.00+/-
    Then:
    • Possibly his New West Seneca Assessors Position
    • (Another $10-13,000.00 tax dollars a year) still not finalized or reported .
    • And his work for Lancaster's IDA
    • (Another $3-3500.00 tax dollars).
    So thats about $82,000.00+/- tax dollars year combined salary's(that we know of so far ?)

    Then, we add in tax funded Health care, eye care, dental, insurance, Deferred Comp Program and NYS Retirement eligibility

    Anyone want to update or comment - feel free.

    I believe he is educating himself and others. Also it takes concerned and involved residents to help steer our Government Employees.

    We help educate others about such issues and perceived inequities. Tax breaks, IDA Manipulations, unfair exemptions, under assessed parcels and past "Mistakes." This is the catalyst that generates change.

    I am convinced Mr.Marrano wants to do the "Right Thing" for taxpayers. I am also convinced he needs support in those efforts. I am not blaming him as a person, its a system that rewards the few by taxing the majority. He will face many tuff choices in his new position. Its "Political" influences he will have to resist, not residents concerns.

    The scales have been tipped and manipulated way before he was appointed. The assessor is human, he has a family and we all know the pressures that brings. When those who benefit from tilting the scales interfere, will he stand strong?

    He did not create nor does he invent the rules, the true question is can he equally enforce them? Will you help him by raising honest concerns? Or will we ignore him and let him sink into the "Patronage Zone."

    By making issues public, by raising awareness - we actually support his efforts. When issues are dragged out of backrooms and made public, we win.

    There are people who want us to believe we are "Attacking" him, not true. Are you attacking a salesman when you want the best deal you can get? Are you attacking your contractor when you demand a full accounting of expenses?

    Why should Government be "Unapproachable" - "Unquestioned" ?????

    Learn, educate, speak freely and create change.

    I always assumed the IDA meetings are open to the public. Am I wrong?

    There is actually an IDA meeting scheduled early December I plan on attending if allowed. I have to admit I am not sure if meetings are open to public or not. What I do know, however, residents have absolutley no say whatsoever.

    Do you mean the Lancaster IDA, specifically? Or all IDA's?
    I am referring to all IDA's since there is no accountability.

    I agree... all IDA's stop.

    Unless the IDA is used to take out of state companies and move them here they should be abolished.

    Moving businesses from one community to another within erie county is not helping our community.

    I agree that IDA breaks and incentives should be used to bring companies here from other states. We need jobs.

    "Claw Back" clause must be used and enforced yearly. When jobs are promised - they must be realized. If ten jobs are promised by a recipient - then a schedule of employment should be entered into. If there is a down turn in economic conditions, documented by profit loss - adjust the scheduled job creations.

    Also "Expansions" of existing ventures or "Proposed Projects" should not qualify unless/until that expansion will create new jobs. Exemptions on raw land or empty buildings/structures should not receive any breaks until construction has begun and completion is foreseeable.

    This whole IDA system and all these Mini IDA's have been perverted into Campaign Funding/Support exchange Programs.
    • No IDA Board Member should be receiving funds directly or indirectly through Political Committees from companies who submit requests for aid.
    Supervisor Bob Giza should resign from Lancaster's Industrial Development Agency. There is a clear conflict of interest.

    No elected Town Official should be seated on the LIDA Board.

    All compensation for Agency Members and support Staff
    should be posted on the LIDA website.



    *A IDA Claw Back provision in every day terms is a agreement that states:
    If ten jobs or any jobs are promised by the IDA recipient and they fail to produce those "New Jobs" - then tax breaks and incentives are reduced or removed.

    To make it perfectly clear, I'm not a fan of IDA's or the property assessment process. However, there's been some things said here that are not true.

    The Lancaster IDA is not a shadow government. They don't make the laws that govern people. It seems like, sometimes, they take advantage of existing laws, but they don't make them.

    IDA meetings are open to the public, anyone can attend, and I've been to a few.

    Dave Marrano's job is driven by rules based in law (whether you agree with that law or not, and believe me, there's a lot I don't agree with). He cannot make arbitrary judgements for whatever reason moves him at the time. A lot of decisions made by assessor's seem unfair to me, but, when I question them I find that the assessor has very little say. Their decisions are based on laws that they have very little control over.

    The Town of Lancaster website is somewhat run by Erie County. It's on their server and, at one time, County Legislator Kathy Konst was doing the updates. The information comes from the Town, but updates and info may be slow in being posted.

    The real property assessment site is run by TSL co., Inc. The information comes from the town.

    In an optimal situation, the Town and the Assessor's office should be able to post information as soon as it's available, just as we can post our thoughts instantaneously on Speakup. However, it doesn't always work that way. There always seems to be a lag in real estate sales. Even the real estate information in the Monday Buffalo News is recorded two to three weeks after the sales.

    Another interesting thing about the IDA is: their financial statements are available on their web site. I've been looking at them and it seems that they make money offering services and loans. It looks like Dave Marrano is being paid by the IDA from funds raised through sources that do not come from taxpayers.

    Again, I want to stress that I'm not a fan of IDA's. However, it doesn't appear that Marrano's IDA salary qualifies as double-dipping at the taxpayers expense.

    I have reviewed everything I can find - where could one find a list of who is compensated for working for/with or as support staff for the Lancaster IDA?

    Good point, does that check come from the IDA or the Town?

    I don't remember anyone saying his IDA pay should be considered "Double Dipping"?

    However there is a question as to his Town Job and West Seneca positions. I do believe his pay from West Seneca will be "tax funded" - and until his job title and possible future benefits eligibility are completely made public - there remains questions.

    How many times have we been told, "This is just part time - no benefits" - most people never knew the benefits packages Town Board Members as part time Town employees receive.

    Even many other Town Part-time employees - if hired in the future for full time jobs can claim retirement credit benefits from the state. These issues and concerns should be made public at the time of hire/appointment if any tax dollars are used.

    As a public servant employee - mine info is there for the world to see. Why should anyone else tax funded be different?

    My pay for my IDA works comes comes from the IDA .

    As far as the proposed West Seneca shared services, there is no new news. I do not expect anything to be even discussed between the two towns until after January 1st. Still very preliminary.

    As far as the lag in Real estate sales information. It takes the county about 3-4 weeks after closing to process the sale, and for the County Clerk and County Real property division to do all their processing until we get the sale.

    I normally update the website every three months-I will try and update more frequently-Again, you can always call the office for specific information.
