Police union leaders and Police Commissioner H. McCarthy Gipson have been quietly discussing a proposal aimed at persuading the state financial control board to lift the wage freeze for police officers.


Negotiators refused to divulge details, but Police Benevolent Association President Robert P. Meegan Jr. said officers might be asked to vote on a proposal during a meeting next week.
Meegan would not address speculation that one provision might involve the union dropping a grievance that challenges the city's decision to place all employees under one health insurer. He said that it would be wrong to discuss specifics before officers have a chance to be briefed, adding that it is possible that the plan could fall apart.
