MIAMI (AP) -- The deputy press secretary for the U.S. Department of Homeland Security was arrested Tuesday for using the Internet to seduce what he thought was a teenage girl, authorities said.
Brian J. Doyle, 55, was arrested at his residence in Maryland on charges of use of a computer to seduce a child and transmission of harmful material to a minor. The charges were issued out of Polk County, Fla.
Doyle, of Silver Spring, Md., had a sexually explicit conversation with what he believed was a 14-year-old girl whose profile he saw on the Internet on March 14, the Polk County Sheriff's Office said in a statement.

What I want to know is this: isn't there any screening process for people at such a high level in an agency supposedly devoted to keeping us safe and secure? How can a pedophile find himself running a national level anti-child-pornography program?

Couple things regarding any crimmianl behavior:
1. Every criminal has to have had a first instance of committing a crime. That said, if there is no prior known criminal behavior, you can't act. Unless of course you're either a seer or you have the power to see in men’s souls.
2. Not every person who commits a crime is convicted of or even arrested for said crime. Some criminals never even become "persons of interest".
I understand that, and I understand innocent until proven guilty.
But I also think that there ought to be better vetting of candidates for a national level security positions, such as the director of Operation Predator. It's like hiring Jerry Garcia to be the nation's drug czar.
A few weeks ago NPR had a feature on the various tests - physical and psychological - applicants to the CIA undergo. They're extensive, and they're meant to identify all sorts of traits and tendancies that could be problematic in an agent. Don't you think the director of a national level security program should undergo at least that, especially to identify a trait directly related to the program in question? I do.

How do you test a male pedophile to see if he's a pedophile? Take him to a playground during recess and see if he gets a hard-on?
I have no idea. I'm not an expert on pedophilia. But I'd imagine there are psychological markers that indicate a tendency to pedophilia, and which could be tested for and screened. I'm not talking proof. I'm talking warning signs which could be investigated further.
Again, this sort of screening is already done for CIA line staff. Why not for the director of a national level program?

I'd say the director of a national level security program needs to meet stricter criteria than the average person. Your rhetorical question is sort of like asking why a customs agent at the Peace Bridge shouldn't have the same security clearances as Condi Rice.
