    You are correct it has to start with the people. There is an interesting article that was published in the Albany Law Review by Craig R. Bucki ( http://www.the-true-cost.org/REGIONALISM-REVISITED.pdf ) and it cites the lack of a grass roots movement for the lack of any progress.

    You are mixing the concept of regionalism with downsizing they are two different concepts. The people who circulated the petitions to force the vote on reducing the town board could have just as easily circulated petitions to start the process of annexation or consolidation but they did not.

    I would imagine that some downsizing would occurr with consolidation.

    Maybe you are on to something... maybe annexation/consolidation is where we need to be focusing our efforts.

    The unfortunate truth is, as I've said many times, people will only call for change that does not have a negative impact on them personally. This is, most often where change efforts bog down. The largest expenditure in NYS is the welfare program. Now, I'm all for helping someone when they need it, however, too many have chosen it as lifestyle. Couple that with no residency clause to collect, and you have a system that spirals out of control. Unfortunately, this also represents a large voting block for many politicians, especially downstate. With so many people, and businesses, leaving the State, the burden falls on those "in the middle". I would venture to guess that if more people had the resources, myself included, they would pack-up and get out. We need more accountability at all levels of government, term limits not only for politicians, but entitlement programs as well. There needs to be a level of accountability, and responsibility, from all residents of NYS.

    You are right and despite any debate, the only ones left in the state are going to be those that benefit from the government on either side.

    Eventually the parasites will kill the host.
