Obama has nothing to do with it. Talk to your town council. Just like your town taxes: Nothing to do with NYS, and everything to do with your town council.

Now let us say you want to throw away your old cans if you don't have a use for them and they don't fit in the tote. Then what?

Vinyl cans are really not that good to use as a grill.

Call it what you will. Your joke was based on idiocy.

    Re-use it for something else?

Like what? Food storage? Clothing storage? Most people have been using their garbage cans to throw away their trash.

Learn to make a funny joke. Jokes that are funny tend to have some basis in fact. Your had none.

Where in the world did you get this misinformation? I do not know of any waste management company that requires the use of their receptacles. Waste management companies (including WM) pick up what ever the municipality contracts with them to pick up.

The waste management companies will take away any garbage cans that want to throw away. Just put a sign on it, like Take me or Please take this can.

And, that is part of their contract with the municipality. WM (For example), in a private sector setting, will not pick up anything but their own receptacles, be it dumpster, cans, etc. So, if one were to contract out their own garbage collection, they would have to use the provider's receptacles.
