After further review I have found out some very interesting facts about the Josefiak situation. She pays union dues because she is a union member and never denied it, why else would you keep letting the town take dues out of your check? A few years back under the Pitrowski/Meegan era the town was going to go through the standard civil service procedure and give out a Recreation and Senior Coordinator exam to fill the upcoming positions with the intention of giving polical friend Josefiak one of the Civil Servant jobs. She failed both exams thus creating a big problem. The combined both jobs saying they would save the town money. The powers to be tried to then make the job appointed, duped the public into thinking it is, but there are no civil service records saying it is I am told. Most appointed jobs are strickly salary, never has anyone heard of Overtime pay for appointmants. I hear the CSEA is looking into it now. If not for that article in the news it would of probably flown under the radar. Now with the hiring of a assistant fulltime with benefits, tells you why the original civil service plan was in place all these years and never changed. Civil Service Exams are needed for both the jobs she holds, you just can't hire anyone you want unless the job is made appointed and that takes alot of work because the Unions want Dues. But when your paying Union dues the red flag does not come up unless it is brought to the Unions attention. With all the Townships in Erie County its very hard to keep up and check on all positions to make sure Civil Service laws are being met. The Unions count on fellow union members to challange and police the system. Its a very big problem in Civil Service land because your local govs are always trying to get their own in and often break laws doing so. Also there really is no penalty if found guilty, just a "You better correct it" because were "watching you" now reaction. The job the Town wants to give her assistant will also have to a Civil Service Exam position. If a Town wanted to combine Civil Service positions the correct way would be to sit down with the Union, get it approved, then together choose a Exam title that best fits the newly created job and post the Exam for the public. This may yet happen giving Josefiak yet another chance to pass and do well on the exam.
