Thanks Andrea for the information. No reputable business does a BUDGET based off the prior years BUDGET. You BUDGET forward off the actual numbers from the past year. You may have to take an educated guess on the last couple of months but the information will give you the best look at what to expect in the coming year. If you don't build a BUDGET this way a bias is built into the new BUDGET and in the case of the School District you keep budgeting a surplus. It is just another way that these guys are raping the taxpayer for their own games. You need to understand that a BUDGET is your best guess and not a source of a SLUSH FUND that is not accountable to anyone. That is criminal and in the real world results in JAIL time.

VIII. Appropriated Surplus: Layman's Terms=Slush Fund/Too much HIDDEN monies; Instead of making a nice flow chart they put all the below monies into a paragraph form while switching words such as appropriated, reduce, used, surplus, and levied .....all in an attempt for people to glance over it!

Year end ( June 30 ) of EVERY School Year SURPLUS +++++ ACTUAL Amount used FROM the surplus that the BOE has used to buy down Budget TAX LEVYevery year to keep taxes slowly creeping every year, thinking people/businesses don't notice! Kind of like the IRS but at least we get a REFUND check from them!

    2002-03' SURPLUS $2,551,494/ Used $2,050,000
    2003/04' SURPLUS $2,925,722/ Used $2,350,000
    2004/05' SURPLUS $3,321,353/ Used $2,450,000
    2005/06' SURPLUS $2,938,049/ Used $2,250,000
    2006/07' SURPLUS
    2007/08' SURPLUS $4,833,420/ Used $3,525,000
    2008'09' SURPLUS $6,277,610/ Used $4,000,000
    2009/10' SURPLUS
    2010/11' SURPLUS $7,524,456/ used $4,7000,000
    2011/12' SURPLUS $7,749,557/ Used$5,300,000
2012/13' SURPLUS to be appr. $7.75 mil again as of June 30, 2012 per Sam M. the "School Business Official "who admittedly told us is 72, currently retired from LSD but on payroll for years for $94,800 and $120,000 in 2012/13' Budget!

Folks this is some really BIG money as you know!
The BOE has allowed the current $7,749,557 amount to grow soooooo large that it is almost criminal for them to keep that much of TAX PAYERS money floating around in cyberspace! Money that should be put back into the hard-working struggling families pocket space! I don't care if it is a nickel! Tops doesn't let you go for a penney, people need that nickel!

Today's' News article....you can read the whole thing if you want to.....but notice what the Tonawanda Schools did with their APPROPRIATED SURPLUS!

    city schools aired in Tonawanda

With the budget vote a week away, the Tonawanda City School District held a public hearing Tuesday night that outlined the proposed $29.5 million spending plan.

The proposed budget includes a spending decrease of 1.65 percent but would raise the tax levy by 1.93 percent.

Joseph A. Giarrizzo, business administrator for the district, said that Tonawanda has managed to keep the tax levy flat over the last few years and that this year’s proposal represents the first tax levy increase that city residents have seen in four years.

“The board has done a really good job at holding the line on the tax levy,” Giarrizzo said. “We’re less than we were five years ago. The tax levy has come nowhere near the inflation [rate].”

Other key points noted by Giarrizzo included an explanation of the district’s anticipated revenue, 52 percent of which comes from the state, which increased funding by $355,558. The increase helps offset the loss of nearly $800,000 from federal economic-stimulus funding that expired this year.

Tax levy collections account for about 22 percent of anticipated revenues, and Tonawanda plans to use about $1.1 million from its fund balance savings.

About 70 percent of the district’s budget is tied to programs, which is considered to be anything not tied to administration or capital costs. Salaries and benefits for employees account for 66 percent of the budget.

Not mentioned in the presentation was the elimination of 17 full-time-equivalent positions within the district to help close a budget gap.

Giarrizzo said that class sizes in the district would continue to be optimal and that all programs will remain intact.

After the hearing, the Board of Education held a meeting that honored many of the district’s sports teams, as Tonawanda concluded one of the more successful overall seasons the Warriors have ever had.

Members of the varsity girls and boys swim, girls and boys bowling, and girls and boys varsity basketball teams and wrestler Cody McGregor were recognized for championships, while members of the boys varsity swim team were honored for being scholar-athletes.

The board also recognized National Technical Honor Society inductees and a regional spelling bee champion, as well as three staff members for their work in the district.

    ************************************************** ************************************************** ********************************

This LSD/BOE is trying to BS the general public....there is a lot of SURPLUS money on top of HUGE " estimates " used to inflate the tax levy. Tonawanda BOE gave their taxpayers a leaner Budget......what the bleep are they pulling in the LSD?
And WHY/HOW did they SAVE almost $8mil with all the CUTS and good deeds they supposedly do for us?

    BTW:
Anyone wondering what happened to the 2006 and 09' figures.......so am I, they were NOT on pg VI. lack1...gohome?
He states, " In other words, this is similar to the profit and loss in the private sector. "
We need a forensic financial audit asap.....and guess who the grapevine told me taught the City Comptroller??!!

Andrea it is exactly like a P & L. A company measures its success and failure to their stockholders by the budget that they provide. The company is rewarded for maintaining cost and showing a profit only if they hit the target. Wall Street uses a whisper number, usually a higher profit number, for companies that under budget routinely. I am 100% sure that the school board would change the way they did their business if they lost money say because their healthcare cost doubled. Using a former year budget to budget off of would guarrantee another loss.

Wall street doesn't like bad budgets and the taxpayer should hate a bad school budget that steals their money. Public companies are accountable to their stockholders and government entities are acccountable to the taxpayer.

It's not nice to personally attack someone. There is a way to discuss political matters without getting nasty. The lack of civility people have while discussing polarizing things is the reason it is so hard to find common ground whether it be in local politics or national ones.

That is it! I think you hit the nail on the head!
They are jealous too of their accomplishments!

Nothing personal to anyone, LA schools will feel like they did in OZ when the witch had the water thrown on her and she melted away........LIBERATED from the bullies!

    Post What a scam!

    Just got The Front Page......

" The right time for the right team " ?

Should say the " right team for more nepotism and patronage " !

Time for a reality check for the takers, and time for a progressive/proactive school district for the tax payers. We need leaders whose only objective are the children and who have the good people of Lackawanna at heart!

We have tried the rest for far too long.....now is it's time to do what's best for OUR children once and for all! The family and friends gravy train has sucked enough out of the system, average citizens do not stand a chance up against them---even with superb credentials.

We have hit rock bottom........the facts speak for themselves. I/we do not pull them from air, they come right from Lackawanna schools to the NYS Dept. of Education.
Read em' and you can't help but weep!

    P.S.
Charter School enrollment grew this year again, and Catholic School tuition is over the roof but parents will struggle to pay it rather than send them to LSD. Pretty sad facts.

I appreciate you stepping out of the box to post a grown-up response to their slander.

I just want you to know one thing....these same "leaders" that you praise would turn on you like a viper if you questioned their heavy patronage, bully tactics, lack of things for the kids, etc.
They are the same ones behind lack1, people who ......well, never-mind......but they sure have you bluffed. Doesn't the broken down awning at Truman speak for itself? Do you think Orchard Park lets their buildings and grounds rust ,rot, and fall apart?
OUR LA school system has been broken for a long time, the infrastucture of Truman speaks loud and clear about where the BOE's priorities lay. Just look up when you go in tomorrow.
BTW: Thank you for all the wonderful work you voluntarily do at Truman. I really appreciate it!

With 5 days and counting, our residents need to do their homework and hopefully we can make a difference. The 3 newly elected board members will give us an opportunity to drastically alter the purpose of the board and provide new leadership. With new faces comes new decisions and new outcomes. The students deserve more and the taxpayers deserve more. Vote NO on the budget lets get back to accountability on spending. Lets begin May 15, 2012.

Never said I praised the BOE leadership (though I am happy to see some advanced and honors courses finally at the high school), I just don't think voting down the budget is the right answer to fixing all the schools problems. That is why I am voting Yes and encouraging everyone I can to do the same.

How are the 3 new members going to drastically change anything? They seem to be names that worked really hard to get our current mayor elected. You are just exchanging one clique for another...I'm sure they have people they'd like to get into the school system. Doesn't really seem like much choice to me.

The current board members also worked really hard to get our current mayor elected. Every candidate has an agenda. All I am saying is with new faces comes new decisions. Fruit for thought, the current budget as it stands right now has a surplus built into it of approximetly 1 millon plus dollars. There is no reason that the surplus shouldn't be used to improve student outcomes. Withholding that money is what is hurting the students. That is why I will vote NO on the Budget and cast my vote for the new candidates and encourage everyone I can to do the same.

Post Exactly! As getalife123 states, at least newcomers give us hope for change.

No one said drastically, and LSD requires a total paradigm shift that will take time. But why wait, our children's' graduation rates/scores speak for them-self. The incumbents have had 16 yrs at the bat! Time for some new batters! You may not know a lot of the players in their club.....when they need a warm body they seek a paid up member and rotate them in. And the real political bosses are behind the scenes telling the crony out in front who to hire and who to fire etc. They are very good at their bullying and poli-tricks and they do not care how many good people they hurt along the way.

BTW: Who do you think Murphy-Gambino is?.....Yep, the "CURRENT and PAST" Mayors' Secretary/Fire-Chief Secretary/Minority Specialist/Affirmative Action person/ and whatever other committee they have her on. Previously she was the Council Secretary (2000-2004), and her husband is Chief Custodian of City Hall for the past appr. 12 1/2 years. Lots and lots of connections all over the place!

There is a BIG-BIG choice on Tuesday, keep the same family and friends or have hope in the new younger guys with one at least having children in OUR schools!
The current BOE-Pres. did not even put his kids in LSD, they went elsewhere. WHY?

Exchanging one clique' for another? ........they had nothing to do with our outrageous budget and school ratings! They ARE our only choice if we want to help stop the current BOE's out of control nepotism and crony patronage!
