    Consent Decree with the DEC
    Was something designed wrong or completely not working that the DEC would decree something like that?

    Back in the "good old days", it was common practice to run gutter downspouts into the sanitary sewer system. The problem with this is that when there's a very heavy rain, the storm water overwhelmed the sewage facilities, resulting in dumping raw sewage into rivers and creeks. In the 1970s and 1980s, towns began building storm sewers to handle run-off, and tying downspouts into the sanitary sewers was forbidden. However, older homes were allowed to keep their sewer tie-ins.

    The problem in West Seneca is that the sanitary sewers are near capacity, so the town has to enlarge its sewer capacity and wean homeowners off using the sanitaries as storm drains. I believe that this particular sewer project is to enlarge the sewers.
