    Salamanca Gets $2.7 From Casino

Without getting into the legalities of whether a casino should be allowed or not (there’s already threads on that) the latest news article shows $2.7 given to the City of Salamanca as payment for just the first 6 months of 2007 that they never would have had. What they decided to do with it is up to them.

Salamanca City Council approves spending plan for casino revenue

SALAMANCA — The City Council Wednesday approved a $2.7 million spending plan for casino revenue from the first six months of 2007.
The city must submit its financial intentions to the Empire State Development Corp. for approval before the money is released by the state. This is the first year the revenue will come in two payments.
Previously, money from 2005 and 2006 was paid at the end of each year. As a result, the city had to borrow money to meet its obligations, City Clerk April Vecchiarella said.
The revenue comes from the Seneca Allegany Casino as part of an agreement with the state that spans 21 years.
The revenue analysis calls for $319,706 to cover tax-loss reimbursements because of Seneca- owned properties removed from the city tax rolls; $1.07 million for direct impact costs; and $1.27 million for economic development funds.

The money will target the following:

    • $236,448 to the Fire Department to hire three new firefighters and make payments toward a new ambulance and ladder fire truck.

    • $193,719 for the Police Department for four new officers hired in 2005 and 2006 and payments toward a new police car and pickup truck, the latter also used by firefighters.

    • $124,616 to the Public Works Department for two workers, snow-removal expenses and highway improvements, all casino related.

    • $179,364 to the city’s electric and sewer departments and other amounts for planning staff, economic stability and land-lease payments and expressway lighting.

    • $50,000 for a grant program for businesses.

    • $50,000 for blight demolition and forestry management.

    • $150,000 for a downtown strategic plan, improvements at the Ray Evans Seneca Theater, parking improvements and marketing for the downtown area.

    • $50,000 to design and study a new health care facility.

    • $135,000 for revision of the city’s comprehensive plans and zoning law revisions.

    • $534,303 for payment of land acquired several years ago by the city for future development.

    • $190,000 for sewer and drainage system projects.

In other business, Mayor Jeffrey Pond voted “yes,” breaking a tie vote, to appoint Tracy Fuller-Meek provisional accountant at the Salamanca Housing Authority. The annual salary would be $33,000, subject to civil service testing.
Personally, I don’t agree with everything they spent the money on but then again I don’t live in Salamanca so I’m not familiar with their needs but $2.7 million is $2.7 million! Add to that the 1,000+ people working, getting healthcare and pumping additional money into the region………

"$319,706 to cover tax-loss reimbursements because of Seneca- owned properties removed from the city tax rolls" + "$1.07 million for direct impact costs" = $1,389,706 in tax losses and costs in order to have $1.27 million to spend on various local needs.

Anyone know what the "direct impact costs" entail?
One beautiful thing about having a government of the corporations, by the corporations, and for the corporations is that every disaster is measured in terms of economic loss. It's sort of like getting your arm sheared off in a car accident and thinking, "Damn, now it'll take longer to fold the laundry" as blood spurts from your arteries. - The Rude Pundit

That is just more money that the politicians steal from the business owners (or think of it as paying the mafia protection money so that your business does not burn down)

The local politicians can take that money and reward their friends and punish their enemies. My prediction is that the politicians will take all that money and some more and piss it down a rat hole and the local residents will be forced to fork over more money when the city/county wastes that entire wad and if the market was allowed to provide the services the residents would get a better value and a lower cost.

Since most of Salamanca is located on the Allegany Reservation, when an enrolled member of the Seneca Nation purchases a property, it's removed from the tax rolls. The $319,706 would be for all Seneca-owned properties in the city. The $ 319,706 would be lost revenue to the city whether the casino was there or not. Of course, more Senecas can afford to buy decent housing in the city now that they've got better incomes.

The "direct impact costs" are outlined in the article: fire department, police department, sewers etc. It's doubtful that the FD or PD would be getting new vehicles without the casino money. BTW, the Salamanca police are responsible for the casino except on stand by; I believe the CCSD does that. There's been a lot more traffic in Salamanca recently, with several new businesses sprouting up, and that's required more police.
