    none in lackawanna, you just need to be connected, other districts require a two year degree in just about anything & you must take a TA test to qualify. I think West Seneca follows that rule give them a call.

    bo bo kitty to you, most other districts call the TA (teacher aide) postions teacher assistants, and thats what the qualifications are. in todays day a HS diploma is not enough, only in lackawanna. I have read many of your posts, they do not make sense to me, did you go to lackawanna, you sound like it, made it through grammer school, I take it.

    NOTICE: Applicants for teaching assistant (paraprofessionals) certificates (effective February 2, 2004) are required to take the Assessment of Teaching Assistant Skills Test (ATAS).

    Employment

    Education Law empowers school districts to employ persons as teaching assistants who provide direct instructional services to students under the general supervision of a licensed or certified teacher. The teaching assistant is provided general (as contrasted with direct or personal) supervision by the licensed or certified teacher(s) who are responsible for the students' instruction. Regular teachers provide direction and guidance to teaching assistants concerning the direct instructional services they are providing to students.

    Teaching assistants, unlike teacher aides, are members of the teaching staff and must be given a probationary appointment as a teaching assistant. Recognizing that teaching assistants are not intended to replace licensed or certified teachers, it is not appropriate to assign primary instructional duties to a teaching assistant, regardless of any teaching license or credential the individual may possess.

    Any person employed, as a teaching assistant, shall hold one of the following credentials: temporary license, continuing certificate; or a Level I, II, III or Pre-Professional certificate. However, if an individual holds a teaching, pupil personnel, or administrative certificate, he or she need not also obtain a temporary license, continuing certificate, Level I, II, III or Pre-Professional certificate to serve as a teaching assistant, unless required by the employing district.

    Qualifications/Requirements

    The regulations that took effect on February 2, 2004, not only change the requirements for teaching assistants but also the manner by which an individual becomes certified as a teaching assistant in New York State. Prior to February 2, 2004, individuals were certified at the request of a superintendent of schools. Now, individuals will apply directly to the New York State Education Department for certification as a Level, I, II, III or Pre-Professional Teaching Assistant.

    •Individuals wishing to obtain a teaching assistant certificate must submit an application and fee using .
    •Applying for certification does not register you to take the Assessment of Teaching Assistant Skills Test. You must register for the test with National Evaluation Systems, Inc. There is a fee to take the test. Taking the test is just one step in the teaching assistant application process.     •Having a college degree does not eliminate the requirement that you take the Assessment of Teaching Assistant Skills test or meet all of the other certification requirements.
    •Teaching assistant requirements include more than obtaining a passing score on the test. They include an educational requirement, the completion of two workshops, as well as, obtaining fingerprint clearance. Please see the Certification requirements for detailed information.

    Assessment of Teaching Assistant Skills Test (ATAS)

    All candidates who apply on or after February 2, 2004, for a credential to work as a teaching assistant in New York State must submit evidence of having achieved a qualifying score on the ATAS. Candidates who take and achieve a qualifying score on the Liberal Arts and Sciences Test (LAST) do not have to take to ATAS. The LAST is also required for classroom teacher certificate.

    The ATAS may also be used to satisfy the federal No Child Left Behind Act (NCLB) requirement that, by September 8, 2006, all Title I paraprofessionals must either have (1) completed two years of college (48 credit hours) or have an associate degree or higher or (2) passed a formal state or local assessment. However, the ATAS is not the only assessment that may be used for NCLB purposes.

    To learn about other possible assessments that local education agencies (LEAs) may use, please refer to NCLB Field Memo #02-2003, posted at www.highered.nysed.gov/nclbhome.htm. The field memo explains that local education agencies may use local tenure reviews or local performance reviews or other assessments as NCLB assessments provided that such assessments meet the NCLB's requirements. Decisions on what teaching assistants may use to satisfy NCLB requirements are made at the local level.

    Completing Requirements for Level II, III, or Pre Professional CertificatesA.Credit by Examination

    Some of the coursework requirements for a Level II, Level III or Pre-Professional certificate may be satisfied by examination. For information, contact Excelsior College at 518-464-8500 or the College Level Examination Program (CLEP) at 1-800-257-9558. Credit earned through examination will be acceptable toward certification only if it does not duplicate college credit completed. CLEP offers exams in English, math, science, social studies, and languages other than English, as well as professional education. Excelsior College offers exams that satisfy requirements for professional education.


    B.Pursuing Teacher Certification
    Many individuals now serving as teaching assistants (paraprofessionals) in schools throughout the State possess the attributes, background, and interest that would enable them to successfully pursue careers in teaching. Under the February 2, 2004, regulations, the Board of Regents created the Pre-Professional teaching assistant certificate to encourage and recognize those teaching assistants actively pursuing a teacher certificate. It is not necessary for a teaching assistant to obtain a Pre-professional certificate in order to become a certified teacher. It is an option. The following are suggested steps to help teaching assistants who want to obtain certification as a teacher:
    1.Contact your school's human resource administrator to determine whether your district provides incentives for paraprofessionals.
    2.Contact local two and four-year higher education institutions for information on programs that can help you meet the education requirements for certification. Some community colleges offers special programs to prepare paraprofessionals, which are articulated with one or more four-year colleges that offer baccalaureate teacher education programs. Information on all teacher education programs offered by colleges and universities is available on the Office of College and University Evaluation's Web site at www.highered.nysed.gov/ocue/.
    3.Contact your local Teacher Center about credit-bearing courses and other professional development opportunities. Go to http://www.teachercenters.org.
    4.Contact your local teacher organization for information about courses or other professional development opportunities it may offer paraprofessionals. In New York City, the United Federation of Teachers (UFT)/New York City Teacher Centers Consortium offers reduced-tuition courses to enable paraprofessionals to earn undergraduate credits toward a bachelor's degree. For information on UFT offerings and on college programs for paraprofessionals making the transition to certified teachers, see the Web publication titled, You and the UFT: For Paraprofessionals.
    5.Explore alternative teacher certification (ATC) programs. ATC programs are designed for individuals who have a bachelor's degree in the subject they wish to teach, have passed two teacher tests (the LAST and CST), but lack courses in teaching. After an intensive, time-shortened pre-service component, candidates are employed as teachers under a transitional certificate and receive mentoring and other support while completing the requirements for certification.     Teaching Assistants

    Prior to Feb. 2, 2004, a temporary license was the first credential a teaching assistant would hold in New York state. A teaching assistant would then seek to obtain a continuing certificate.

    Valid continuously, except when the holder has not been regularly employed as a teaching assistant for five consecutive years, a continuing certificate is portable across school districts and BOCES boundaries in the same way a teaching certificate is portable.

    New requirements for certification apply to candidates who apply on or after Feb. 2, 2004, for their first teaching assistant credential.

    An individual seeking certification would first apply for a Level I certificate and continue through progressive certification levels.

    The requirements and time validity for each of the certificate types are as follows:

    Level I Certificate
    •Hold a high school diploma or its equivalent;
    •Pass the NYS Assessment of Teaching Assistant Skills (ATAS) which tests proficiency in basic quantitative and communication skills;
    •Child Abuse Identification Workshop;
    •School Violence Prevention and Intervention Workshop; and
    •Fingerprint clearance.

    Level I certificates are valid for three years and can be renewed one time, only with a commitment for employment.

    Level II Certificate

    In addition to meeting the requirements for the Level I certificate:
    •Complete nine semester hours of collegiate study toward meeting the requirements for an associate or baccalaureate degree; and
    •One year of experience as a teaching assistant. Level II certificates are valid for three years and are not renewable.
    •Individuals with one year of experience and 18 semester hours may apply directly for the Level III certificate.

    Level III Certificate

    In addition to the requirements for the Level II teaching certificate:
    •Complete additional semester hours of collegiate study for a total of at least 18 hours toward meeting the requirements for an associate or baccalaureate degree;
    •Level III certificates are valid continuously, provided that the required 75 hours of professional development consistent with the district’s professional development plan are completed every five years. Pre-professional Certificate In addition to the requirements for a Level III teaching certificate:
    •The candidate must be matriculated in a program leading to teacher certification or its equivalent, or employed in a program with an articulation agreement with a teacher preparation program;
    •Valid for five years and can be renewed with the completion of an additional 30 semester hours.

    Pre-professional Certificate

    In addition to the requirements for a Level III teaching certificate:
    •The candidate must be matriculated in a program leading to teacher certification or its equivalent, or employed in a program with an articulation agreement with a teacher preparation program;
    •Valid for five years and can be renewed with the completion of an additional 30 semester hours.

    Incidental teaching

    Generally, a certified teacher cannot teach outside his or her certification area. However, the BOCES district superintendent may grant a school district permission to assign a teacher to teach a subject not covered by the teacher’s certificate if no certified teacher is available, despite extensive recruitment efforts, and the teaching time does not exceed five classroom hours a week. This is known as “incidental teaching.”

    Revocation

    A teacher’s certificate may be revoked by the state for conviction of a crime or an act indicating lack of “good moral character,” such as physical or sexual abuse of a student or minor; sale, possession, or use of illegal drugs; any crime committed either on school property or while in the performance of teaching duties; or other acts which bring into question the teacher’s “good moral character.” Under Part 83 of Commissioner’s Regulations, a hearing is required before the certificate can be revoked.

    We MUST jump over this junior high mentality and fight against the issues that are causing the lack and negativity in OUR once great City!

    I am 57, I have no time to waste on he said-she said, and Lord knows my enemies are pounding away as I speak, searching and digging up anything they can use against me in this election.

    Whatever!..... Makeyenko told me he researched me all the way back to my first boyfriend!--- Who Cares?

    I have been in battle since 1989.......I lost a few battles, BUT, I am still in the war against the "lack" in Lackawanna!

    They have pitted lots of drunken City people spitting in my face screaming vulgarities like you would not believe against me over the years, stalked me, prank-ed me, anonymous phone calls, threw eggs-flat tires, lost my job-business, friends, and I have had numerous threats, PUBLICLY humiliated/ slandered me, fined me, and I was falsely arrested twice!

    Guess What? I am NOT giving up on US! I pray everyday we unite to fight!

    We are our own worst enemy, no wonder "young professionals" smirk at Lackawanna....... I was a young professional once and I only came back because I was born here and I wanted to raise my daughter in her Fathers' family homestead. That is what I, yes I, am fighting for----" OUR Posterity " !

    BTW....I have no hard feelings, no animosity, no vendettas, self-serving agendas, and I certainly do not want to see anyone lose a job! I want to cut the pork and I know where it hides---probably not all of it because they are very clever at their poli-trick game and have decades of generational experience playing it.

    Found out about the meeting appr. 8:30 this morning, and got up to City Hall late for the Ridge Road property meeting because I had the Grandchildren---saw Mr. Noman and Mr. Ingram in the parking lot and they said nothing happened because "the lawyer" didn't show up. So NOTHING happened today.

    Whose lawyer? Said they didn't know details.

    I know someone in the City has/is dropped/ing the ball because they want to stall this until Jan. 1, 2012 just like they did to me about the Bauder Street Playground hot potato! I knew nothing about all the behind the scene fighting over the basketball court till I took office! I bet they are still laughing thinking they pulled one over on me---I even got threatened to be killed over it!
    Plain ole' election year poli-tricks and down-right no ba**s, if you ask me!

    I asked Council President specifically after the last Council meeting on June 18, 2011 when the property meeting would be, and he said, " I don't know, it will be up to the lawyer". Well I guess they found the lawyer and asked him to schedule---BUT he didn't show up???

    Now this is funny BUT sad, because Citizens took their time and gas to show up and......tick tick tick, December 30, midnight can not come fast enough---can it fellas?!?

    What is a meeting?
    The term "meeting" is defined as "the official convening of a public body for the purpose of conducting public business." As such, when a quorum (a majority of the membership of a public body) gathers for the purpose of discussing public business, the meeting must be convened open to the public, whether or not there is an intent to take action and regardless of the manner in which the gathering may be characterized.

    Who is covered by the Law?
    The Open Meetings Law applies to "public bodies." That term is defined to include entities consisting of two or more people that conduct public business and perform a governmental function for New York State, for an agency of the state, or for public corporations, such as cities, counties, towns, villages and school districts. Committees and subcommittees of these entities are also included within the definition. Consequently, city councils, town boards, village boards of trustees, school boards, commissions, legislative bodies, and committees and subcommittees consisting of members of those groups all fall within the framework of the Law.

    How do I know if a meeting is going to be held?
    The Law requires that notice of the time and place of all meetings be given prior to every meeting. If a meeting is scheduled at least a week in advance, notice must be given to the public and the news media not less than 72 hours prior to the meeting. When a meeting is scheduled less than a week in advance, notice must be given to the public and the news media "to the extent practicable" at a reasonable time prior to the meeting. Notice to the public must be accomplished by posting in one or more designated public locations.

    I find it amusing.............WHO/HOW ARE THEY GOING TO PASS THE BUCK FOR BREAKING THE NYS DOS LAWS of this mornings city property sale meeting? And DO NOT blame the FOIL Clerk---she knows her job well!
