THEY BEHAVE THAT WAY BECAUSE THEY CAN!! Little or nothing can really be done to enforce any criminal charges against them for their actions..so they continue to behave any way they want. Blame our politicians who created this mess to to begin with..even if they were fortunate enough to attempt to be held accountable...this "appearance" tickets are good to have in case running of out of azz wipe!
Then when any attempt to control these gatherings it is named a racist action, the shop owners are at the mercy of a security program that is ill equipped to handle these young thugs..and even if they could, lawsuits or charges would be brought against them in the form of some social race card..so why bother...this is the direction our country is going because politicians are too busy concerned about them, at the cost of NOT being re-elected..perfect examples are Guv Jochul, and sloppy Joe Biden..pondering in every giveaway possible to buy votes at hardworking taxpayers cost.
Many in the Govt are afraid to call out the real reasons we are in this predicament..so get used to this new wave of our society in the land of the free...and taxed to death to support those who think we owe them everything they want!

yes right on politicians are to blame for all this stuff they give in because everything is all about race. Like town park they stopped so many events their because black people could not behave in the park. Same with the mall a shooting is waiting to happen inside someone will get shot or killed because people allowed to act like animals. There are no rules for these people because then they cry and call race issue. Politicians are totally the blame for all of this because they are to scared to call this out.
Run dogs in the mall with cops that will end that problem real fast.
