People who wonder if the glass is half empty or full miss the point. The glass is refillable.
Apparently Concord's only code enforcement officer Mr. Atkinson, has been ill for the past couple of months and not able to travel. So if he cannot travel how is he inspecting properties within the town for compliance with the code he is charged to enforce?
At one time it is my understanding that there were two part-time code enforcement officers now there is only one full-time. It appears that they put all their eggs in one basket.
