Depew Pool Fees

I was just reading about the new pool fees for Depew:

"Alberti told her the new fees would include a one time fee of $1.00 for residents…for a permit card…a $1.00 daily use fee for residents aged 12 and under, and a $2.00 daily use fee for residents 13 and older."

I just need clarification - what does daily use fee mean - are my kids going to have pay $1 per day that they use the pool instead of a flat fee? And what about swimming lessons - are there additional fees for that?
