    Initiate Various Boards

    To: City Council

    I am requesting that the Council schedule a meeting with the Mayor to discuss and initiate the following boards as per the City Charter:

    Department of Development – Urban renewal and development

    Parks and Recreation – Advisory Committee

    Officers and Employees – Board of Ethics

    I understand citizens appointed will serve voluntarily. These boards will increase public awareness and further give all citizens an active role in our government.

    Moved by Spadone, seconded by Jaworski to refer to the Mayor and City Attorney.

    When my critics complain that I did not accomplish anything......
    Now when it comes to , "What did the Ethics Board accomplish"....that is another story.

    I am seeking council approval to appoint several Lackawanna citizens to form an Ethics Board.

    NORMAN L. POLANSKI JR. MAYOR

    Moved by Schiavi, seconded by Szymanski to approve Mayor's request to reinstate Ethics Board, Council appoints Dennis Brown, Marlene Kita, Kenneth Brown, Barbara Rosinski and James Sieracki to the board, for a five (5) year term, expiring April 3, 2011.

    Yeas: Szymanski, Jaworski, Schiavi, Spadone. Carried 4 – 1

    Nays: Haxton

    ARTICLE XIV Boards, Commissions and Committees
    § 5-105. Additional boards, commissions and agencies.

    In addition to such boards, commissions, committees and agencies as are provided for in the City Charter and elsewhere in this Code, the following boards, commissions, committees and agencies shall function within the City and shall have such powers and perform such duties as may be delegated to them by the Council: A. Board of Ethics.
    B. Civil Service Commission.
    C. Electrical Board.
    D. Human Rights Commission.
    E. Library Board.
    F. Police Advisory Board.
    G. Veterans Service Agency.
    H. Youth Board.
    I. Zoning Board of Appeals.


    § 5-106. Board of Ethics.

    "A. Creation. There is hereby created and established a Board of Ethics to consist of five public members to be appointed by the Council."



    B. Term of members. Members of the Board of Ethics shall serve for a term of five years with initially staggered terms.
    C. Residential requirements; political affiliation. Members of the Board of Ethics shall be residents of the City and not more than three of the members shall be of the same political affiliation. A majority of the members shall not be officers or employees of the City. Such Board shall include at least one member who is an elected or appointed municipal officer or employee. [Amended 2-22-2005 by L.L. No. 2-2005]
