Facing billions in unpaid bills and pension obligations, the state is hitting a cash crunch that is rare even by Illinois standards.
A top financial official just warned 100 percent of the state's monthly revenue will be eaten up by court-ordered payments. Rauner is calling a special session of the Democrat-led General Assembly in a bid to pass what he hopes will be the first full budget package in almost three years.
And Illinois will – literally – lose the lottery if the budget fails.

If NY State is so red how do you explain our two inept Democratic NY Senators?
Russia didn't make me vote for Trump, Hillary did.
It's where the powerbases are. So the red obvioiusly doesn't mean too much. As far a Illinois, it's called giving away the farm. Wait until the next recession and you'll really see some fireworks.
So taxes will go up in that state and it can be another blue state that people flee from.

Why are you posting maps with counties? Counties have nothing to do with state politics......
43% of New York residents live in New York City. Not the metro region but just the city. It's over 50% when you look at the metro area but difficult to be accurate....
It's even worse in Illinois. 77% of the states population lives in the Chicago metro region. 21% in the City of Chicago and 40% in Cook County.
In both of these states a small densly populated area of the state runs the entire state. Counties don't matter.

You posted some maps that show counties but used it, as an illustration, to talk about state politics. State politics don't follow county lines.
New York City is home to 52% of Registered and Active Democrats in the State. NYC is home to just 16% of Registered and Active Republicans. As of 2016:
Bronx: 491,052 D to 37,190 R
Kings: 853,687 D to 100,363 R
New York: 617,963 D to 84,870 R
Queens: 675,661 D to 115,703 R
Richmond: 119,328 D to 76,352
That's 2,757,691 Enrolled and Active Democrats to 414,478 Enrolled and Active Republicans. That's close to a 6:1 ratio. That is what you call a stronghold. Zero chance you're going to see a Republican. In WNY, regardless if you look the Buffalo metro or the Buffalo and Rochester metro, it's a different picture. It's closer to a 1:1.5 ratio. While it may be close to 2:1 in Erie, it's 1:1.5 in Monroe and 1:1.3 in all of WNY. That's not a stronghold.
It's why Erie County will still elect a Republican County Executive from time to time and why Niagara County will go Red in a Presidential election from time to time. Another way to look at it is 52% of Democrats in New York live in NYC, whereas, 84% of Republicans live outside of NYC.
Because being wrong and arrogant at the same time annoys me.
