    Here's the summary of the comptroller's audit on credit card purchases -

    Purpose of Audit
    The purpose of our audit was to review credit card use and purchases for the period January 1, 2015 through December 14, 2016.
    Background
    The Town of Cheektowaga is located in Erie County and has a population of approximately 88,000. The Town is governed by an elected seven-member Town Board. Budgeted expenditures for 2016 totaled approximately $92.3 million.
    Key Findings

    • The credit card policy does not identify specific individuals who are authorized to use credit cards, establish credit limits or set purchase restrictions.
    • Not all cardholders attached the required purchasing log to their credit card statements when submitting their receipts to the accounting department.
    • Board minutes do not contain any evidence to show that the Board audited credit card purchases.

    Key Recommendations

    • Review credit limits and the assignment of credit cards and establish daily credit limits and purchase restrictions as required by the credit card policy.
    • Ensure that cardholders complete purchasing logs and submit them with credit card statements and itemized receipts for all purchases.
    • Perform a thorough and deliberate audit of credit card bills and charges prior to payment.

    Were these purchases made at Kaminski's place?

    From the audit

    • For 393 purchases totaling $81,500 (13 percent), employees
    did not obtain the proper number of quotes as required by
    the procurement policy. For example, Town officials did not
    obtain quotes for automotive parts purchased totaling $33,000
    in 2015 and $12,500 in 2016. If the Town had purchased
    the parts using applicable State bid contracts, it could have
    saved more than $3,200 on nearly $8,700 (38 percent) of
    these purchases. Because Town offi cials did not ensure that
    employees complied with the procurement policy, the Town
    cannot be assured that they are paying the best price for these
    auto parts

    You really think they needed all 393 purchases "now"? And they could buy off the State bid lists without getting 3 quotes.

    In the case of auto parts they should get a few general quotes from different suppliers to get a contract for all their parts needs for a year. Then there is no question as to where to get parts. Negotiate a cheaper than retail price (couple percent over the seller's cost for example) in exchange for only using that seller

    How do you fix 30 years of "incompetency" when it comes to running our town? I don't mean incompetence when it comes to like arresting people, plowing the roads and/or specific services I mean "the running of our town".

    We have had the same "club" of people running our town for 25+ years.

    They can buy from me. I don't stock anything but the prices I find are lower then any local parts store wholesale price 90% of the time.

    I could buy retail and sell to them at a markup making me money and saving them money. Ex ceramic pads and 2 frt rotors for my truck $52 shipped to my door!

    2 front hubs with speed sensor for my truck $53 shipped.

    Or maybe they should hire me for that cushy town parts guy job?
