The state had a loan with the federal government they could not pay so they assessed a surcharge on each employer ($21.00) per employee. Now the employers paid this surcharge and 3 monthes later they said they did not pay the loan on time so they assessed the employers a fine fot the state paying the loan late. Is this not isane.
