I read in the buffalo news that the board is urging certian issues with the school board. Shouldn't the control board be telling the school board what they want done and not "urge" them? Or so we urge them to the un-employment line? :)

This is how it works:
The control board is running things but the politicians don't want the people to know that. Like in the case of the recent Common Council budget/layoff activity, the Board gave the common council 2 choices:
1) Agree to the Control Board cuts and label them as Common Council ideas and agree to the appearance of cooperation.
2) disregard the Control Board cuts, and then suffer much more severe cuts imposed directly by the Board itself. In which case the Common Council constituents will suffer that much more and blame for that will be placed sqarely at the feet of the Council.
It's the "rock-and-a-hard-place" strategy for sure, but quite effective.
So, we can expect to see the same strategy with the School board/unions, and it's about time.

I also think that the board is trying to give a little lesson on how to do things. Make the school board do its home work to put it one way. Then the C.B. corrects it and the S.B. actually learns from its misstakes.
Just a theory ?????????
