Cost-of-living allowances given to U.S. troops throughout Europe will fall Thursday to their lowest point in more than a year as the dollar continues to make gains against major European currencies. Facing the steepest COLA (http://www.military.com/benefits/military-pay/cost-of-living-allowance) cuts are troops stationed at some of the biggest bases in the United Kingdom and Italy, where allowances will drop as much as 12.5 percent.
