NOTICE
The LOOW RAB has scheduled a news conference for tomorrow, Monday, Sept 8th at
1PM at the Lewiston Public Library to address a number of inportant issues
relating to the Niagara Falls Storage Site, the Interim Waste Containment
Structure and the Army Corps recent decision to develop a feasibility study for
the site.

Meeting this Wednesday at 6:30 PM at the Senior Center in Lewiston (corner of Pletcher and Lower River Rd.) on LOOW Site.
Today's meeting addressed serious concerns that is not being addressed by the Army Corp of Engineers and serious proposals were made by Dr. Gardella on the current path taken by the Army Corp. The suggestion was made to monitor exactly what's going on in the containment structure not just guessing what might happen or not. The community needs to know if a problem is about to occur rather than being told after.
"The Corps needs to appoint a Facilitator at the earliest possible date to assure full involvement and cooperation between the Restoration Advisory Board and USACE in this important work so vital to the environment health and welfare of the citizens of this region". (Dr. Gardella's words from RAB press release dated September 8, 2008 Lake Ontario Ordance Works Site Needs Cooperation of US Army Corp of Engineers with Long Standing Stakeholders Group")
Senator Maziarz and Francine DelMonte was there and the Alternative #4 was the concensus.
Here is the problem for the community, government agencies have a tendency to do it on the cheep.
What I think the Army Corp should be doing NOW.
They need to clean up the ditch along Lutts Rd where it is exposed to the community. Army Corp needs to focus on protecting the community first by cleaning up areas that are exposed to the community!

to recognize the RAB jeopardizes the ability of community to
be adequately represented and respond at a time when lengthy

Interesting "public meeting" with the Army corp on the Niagara Falls Storage Site.
What I learned:
1) all those pipes are made out of cement (put in 1944, that's what they said)
2) Pipes are capped with cement and grout (wonder if it deterioates?)
Answer to my question about the integritity, Army Corp has no way to know. Kind of scary to me.
3) Army Corp has no idea of the integritity of the floor of the basement where the K65 is stored in building 411. What will happen when there is earthquake? The feasability study was done by the DOE for the 50 mile radius decades ago and the result was not pretty. This year in New York State, there has been minor earthquakes on the East cost. The land the NFSS site is on an old fault line.
The original suggestion was to store this material in a remote dry area where there were no population in 100 mile radius like in the dessert.
4) Testing of air is done twice a year (god knows what happens other times of the year)
Don't you think an area with 90% of world's K65 should be at least have real time monitoring?
5) Findings of plutonium in the soil was "revealed" when the Army Corp somehow "missed" the findings/testing and have not released the information to the Restoration Advisory Board for Lake Ontario Ordinance Works Site.
RAB is created to represent not only the Army Corp, Businesses, government agencies and the PUBLIC. Except, the PUBLIC is not being given information.
6) I suggested that the PUBLIC needs to have some funds available through FUSRAP or other grants to hire professionals to look over all the data generated by Army Corp. How else will the Public know if the process and testing is done properly.
Basically, from what was observed, Army Corp is NOT doing enough to protect the community surrounding NFSS site. Instead of hiring consultants, why not use the money to install real time air monitoring sytem as well as ground water monitoring system? Why don't we have permanent real time security system instead of the shotty one we have now.
I personally want to thank all those professionals who have volunteered hours of service to this community. Without them, we would have absolutely no idea what the risks are to the community and how we can protect the community.
The community must get involved to restore the RAB for accountability.
The plan by the Army Corp is to have a "public outreach" propoganda. RAB through good time and bad exists only to protect the community and keep the Army Corp accountable and find solutions that best protect the community.
It seems the Army Corp wants to dismantle the RAB and make it disappear. Here is the problem, the Army Corp wants to have a plan to remove the material from the site in about 2013 because the NFSS site was NEVER desigend for permanent storage.
