View Full Version : Supervisor Eagan Fiscally Irresponsible

Iknow
July 25th, 2008, 06:12 PM
FROM THE TOWN BOARD MEETING JUNE 18, 2008.

READ THIS CRAP THAT LITTLE HILTER IS SPEWING OUT OF HIS MOUTH NOW:

Supervisor Eagan: I would just like to make a point. Every time we have a public hearing regarding our Town Budget, there are always a few people that either come here or are down at the restaurants and are talking about all the revenue that is brought into this community and how we should use some of this additional revenue. I just want to point out that we collect about $184,000 in General Fund property taxes, but our overall budget is approximately 4 million dollars. So, a lot of the additional monies come from State aid, mortgage tax, and sales tax, which fluctuates. Because of that fluctuation, we never have the assuredness that it will be replaced. A few years ago, I believe Holland and Concord got into some financial trouble because they exhausted their surplus funds and had nothing to balance their budget with; therefore, they had to raise their taxes considerably.

Supervisor Eagan Cont’d: Since I have become supervisor, we have used a professional and conscientious approach to managing our finances. I have always opposed to using an excess amount of this surplus for every day, reoccurring expenses. We’ve primarily used it for offsetting our obligations for grant monies. We get a $50,000 grant; we have a $50,000 match. That is how we were able to complete a $200,000 project in bank stabilization along Irish Gulf. This is how we were able to meet some of the cost along 18—mile creek with some of the projects we have going. We collected over $190,000 in sales tax last year, to date; we have only recently received $61,000. Home sales have slowed. Boston has always been a very healthy community and we are growing here, I wouldn’t say at a fast pace, but our market and values are still up, but they are slowing down. My projection is that when the next check comes in around November, December, we are not going to see $61,000. There are houses on the market right now that just aren’t moving. My point is, when these people on the street, church or coffee shop talk about excessive funds, any funds we have are in reserve for meeting grants. This will help pay for the archeological study we didn’t expect. I will bring this up again, because I am putting together a review of the last five or six years of our other sources of revenue to show the public how much it fluctuates and to substantiate my position that you can not use this to bank roll the expenses of the community. It is disastrous to do it in the long run. Kevin Gaughan would probably agree with me that it would be a real act of irresponsibility to just continue to use reserve funds to pay everyday expenses without the ability of knowing that money can be replaced.

THIS HOW EAGAN IS ABLE TO SLIDE MONIES TO HIS DEMOCRATIC FRIENDS.

" This will help pay for the archeological study we didn’t expect"

NOW ALMOST EVERY PROJECT IN BOSTON HAS TO HAVE A "archeological study" ANYBODY IN THE DEVELOPMENT BUSINESS KNOWS THIS. HE IS IN CHARGE OF SPENDING OUR TAX MONEY AND GRANT MONEY. HE DIDNT EXPECT TO PAY FOR THE STUDY?

It is not her tax money. I think she still lives at home with Mom and Dad. So maybe if it were her allowance.....that might be another story.
When you see how much of your paycheck that goes to taxes, property, income; pretty soon they will be taxing us to take a breath around her.

FOR SALE SIGNS EVERYWERE.

Eagan has dipped into the reserve fund every single year since slipping in the Supervisor postion by 4 votes.

Reserve funds are to benefit the community, its not Eagan decision to throw money at projects that only benefit who ever donates to his Political Party.

I wonder if the taxpayers are ever going to get a final figure on what that cost? Personnally, I think its a waste of money. I bet half the town of Boston is built on Indian artifacts...................

Supervisor Eagan stated that NYS may still require the town to clear the area where the building and parking lot will be.

He noted that the Town of Boston is in very good shape compared to other Erie County towns. He stated that Boston is in a sound financially and they have worked very hard to prepare budgets that reflect the taxpayers’ interest.

What a lier Little Billy Hilter Eagan is.

Boston ranks one of the most taxed towns in the hole bunch, school taxes are one of the highest in the hole group. He has not worked at all really, there is a budget committee that does all the work. The budget does not reflect anything but smoke and mirrors. Keep an eye out Boston residents.

You are being fleeced by Bill Eagan. Since he was barely elected in both his elections, the town taxes have gone up 20%.

Supervisor Eagan stated that once we submit a plan to SHPO showing the area where the trooper’s barracks will be built, they will sign off and release the property for development. Once that is received, the bid process will be addressed.

Explanation of Town of Boston Propostion 1
Town of Boston Proposition #1

Shall Resolution No. 12 of the Year 2008 requiring the Town Board of the Town of Boston to adopt an amendment to the previously adopted Service Award Program of the Volunteer Ambulance Workers serving in the Town of Boston Ambulance District with the estimated cost of $28,700.00 based upon the current roster of active Volunteer Ambulance Workers and where the estimated annual cost per covered participant will be $700.00, and where the estimated annual administration fee will be $40.00 per participant per year with an additional cost of $200.00 for miscellaneous charges be approved?

Current Situation:
The Boston Town Board contracts with the Boston Emergency Squad for Emergency Medical Services. The Boston voters in 1996 approved the establishment of a Defined Contribution Service Award Program to provide municipality funded benefits for volunteer ambulance workers based upon length of service.

Currently, the Town of Boston contributes $480 per qualifying year of service for each active member to the program. Upon vesting and attaining the age of 60 the members become eligible to receive a lump sum payment including principal and earned interest minus expenses.

Similar options are also being considered by other New York State Municipalities. The Boston Town Board has proposed to increase the annual contribution to $700 per qualifying year.

The recruitment and retention of Boston Emergency Squad Volunteers continues to be a challenge and this program improves this situation.

A YES VOTE Means:
This proposition should be approved and hopefully by increasing the contribution from $480 to $700 per qualifying year per member will continue to improve recruiting and retention to the Boston Emergency Squad, which provides Emergency Medical Services to the Town of Boston without paid members.

A NO VOTE Means:
You disagree with increasing the contribution from $480 to $700 per qualifying year per member.

Unfortunate for you, ignorance is showing through on this one. After researching this one, and not fishing for truths, you would find out a few items of note.
First, the Town of Boston Contracts with Boston EMS for Emergency Medical Services.
The Town of Boston contracts with the three fire companies in the Town of Boston; Boston, North Boston and Patchin Fire Companies (Alphabetical order- no disrespect in listing Patchin last)
Boston EMS provides Paramedic Level Service to their community; one of few volunteer companies in WNY. With that added level of service, they needed to have a backup plan in place, to ensure their citizens of a Paramedic should one of thiers not be available. Enter Rural Metro- with no contract or legal arrangement, only a committment to provide care for the citizens of Boston when needed.
Reading through the Town Board Minutes, Patchin did not ask for any more money to respond on EMS calls. All three Fire Companies get the same amount of money per year.
If you have seen the news in the last 6 years, or been conscious through any portion of the last 10 years, you would note a few things. Delays in hospitals, and declining volunteers. Ask anyone who has gone in the ambulance how longer their wait was. See how that is hurting the ranks of volunteers state wide.

Listening to the scanner, you can hear the average ambulance call last a few hours. Based on the last few years records, it looks like Boston EMS goes out over 400 times a year.
A small incentive like the firemen got a few years back is a small price to pay to entice these people to continue to volunteer their time to train, respond and react when we need them.
So what would that equate, out of your pocket?
Would it even be $0.01?
Stop down and see what those people are doing, and how they just saved you, the taxpayer some money.....Ask them about that.
:)

I don't think these people are going to retire in the lap of luxury on this nominal increase of a service award.

Iknow

In the day and age when retired town workers are receiveing huge pensions and life time benefits, we are going to add these huge lump sum handouts to volunteers? Come on, your ignorance is showing. Look ahead not behind...

Since you have your calculator out, how about adding the amount of time spent performing the duties. See how that equates, and divide it by the 'huge lump sum' and divide it up. Betchya wouldn't even come close to minimum wage. Minimum wage to learn skills that could one day save your life.....
I don't see this as being a lifetime of benefits......
If it is SO enticing, maybe you should jump on the gravy train......

By DAVE DAHL

A disputed truck purchase caused a fiery exchange among officials in the Town of Boston.

The Boston Town Board chose the lowest bidder for two trucks to be used as snowplows over Highway Superintendent Robert Telaak’s recommendation last Wednesday (Oct. 15) night.

Afterward, Telaak voiced his disagreement and soon after a shouting match erupted.

“This is wrong, what they did tonight,” he said.

Town Supervisor William Eagan told Telaak buying the truck he suggested could have resulted in a lawsuit. He then challenged Telaak to a bet.

“I’ll resign if I’m wrong,” Eagan said. “You resign if you’re wrong.”

Telaak showed no interest in Eagan’s offer.

“Nobody would miss you,” he said.

Acting on advice given by the town attorney, board members selected two 2009 trucks from West Herr Ford at $35,621 each, for a total cost of $71,242.

Telaak recommended Dodge trucks from Fleet Maintenance for $40,212 each, for a total of $80,424.
He reasoned that the town should buy the Dodge trucks because they have a manual exhaust brake for downhill driving, something the Ford trucks do not have.

Telaak also believes that the Dodge trucks will be able to last longer.

“Now, we’re going to get a truck that breaks down,” he said.

In a letter to the town clerk’s office, Michael Fleischman of West Herr Ford wrote that the Ford F550 Diesel Drivetrain truck contains the electronic variable response turbo, a device that automatically slows the truck as it goes downhill.

Board members argued that there was no reason to choose the Dodge trucks because the lowest bidder’s vehicles performed the same function.

Town Attorney Brian Downey added that the board had to accept the lowest bid.
“You can’t just throw bids out,” he said.

Eagan accused Telaak of trying to write the bid specifications to exclude Ford.

“You’re the one who wanted to write it for a Dodge truck, which is illegal,” he said.

Enraged by Telaak’s insistence that the board made the wrong decision, Councilman Richard Hawkins entered the argument.

Standing inches from Telaak’s face, Hawkins shouted in response.

“You’ve got no cahones,” he yelled. “You’re a liar.”

Eagan restrained Hawkins, pushed him aside and stood between Hawkins and Telaak before they went their separate ways after they left the room.

Emerling Chevrolet also bid $46,547 per truck, which would have cost $93,094 for two vehicles.

In a related matter, board members chose Valley Fab and Equipment, the only bidder for the dump box, plow, sander and wing.

The combined expense for those accessories on the trucks arrived at $99,266.

Board members also proposed the elected officials’ salaries for next year.

There were no changes to the supervisor’s $28,300 annual income or the pay for the other four members of the Town Board, who each would earn salaries of $7,770.

All other elected officials have been set to receive increases.

If approved, the amounts will rise from $42,450 to $43,515 for the town clerk, from $14,100 to $14,455 for both town justices and from $48,700 to $49,918 for the highway superintendent.

The board may finalize the salaries and the rest of the budget at its next meeting, scheduled for 7:30 p.m. on Wednesday, Nov. 5.

Sounds like inappropriation of funds to me.... stealing from the kids... Who cares they cant vote Right Eagan?

Absolutely unbelievable!!

In this day and age, increasing town employees and town officials salaries is absolutely stealing from tax payers. What constitutes raises? Oh its election year, Eagan wants votes from the officials and there familes. The same as giving more money to the Boston Emergency Squad members when they turn 60. Career politicians giving tax money away as incentive to get votes...

"Supervisor Eagan stated that the Town Board and Town Attorney Downey have done extensive research regarding the bidding of the trucks. Everyone, including Highway Superintendent Telaak, wanted to ensure that we complied with the law. We put this out to bid so Emerling Chevrolet would also have the ability to bid. The Town Board felt that it would be an injustice not to give them the opportunity to bid. Fortunately, the law also dictates that we open the bidding up to all truck manufacturers that can meet the specifications or equivalent. The Town Board has always promoted a fair and open process and this is an example of that."

Giving Emerling Chevrolet a chance to bid, how nice of you Little Hitler. Then sneaking off to get a letter from West-Herr just to stick to Telaak in front of the Town Board Sheep...

To bad Eagan doesnt practice what he preaches to the public. He hands out contracts as he pleases with no other bids all the time. The Consultant that has received roughly $80,000 to dig up half the hillside is one example.

Just a few lines taken from the Oct 15, 2008 board meeting:

The following bids for two 2009 5500 or equivalent trucks were opened on October 7, 2008 at 10 a.m.

Company Price Per Unit Price for Two

West Herr Ford $35,621.00 $71,242.00
Fleet Maintenance, Inc. $40,212.00 $80,424.00
Emerling Chevrolet $46,547.00 $93,094.00
With Timbren Boosters $94,826.00

When a dealership in your own town comes in $9,000 higher than the guy who gets the bid and its the same exact vehicle, something isn't right.

Maybe West Herr could offer these trucks to the town at this cost for some unknown reason, but I would be skeptical.

I shouldn't bitch.........its a savings to the taxpayers :):):)

Bill Forness, 9534 West Hill Road, expressed his concern about requests from the floor being early on the agenda and residents having the opportunity to discuss items on the current agenda at a later time during the meeting. He asked if he could address the Town Board after the discussion on the Special Permit for Dumping of Material for Paul Reinecke.

The Town Board did not have a problem with that.

John Hartman, 6998 Boston Cross Road, stated that he lives adjacent to South Boston Park and was concerned about the gate being installed on the driveway. He stated that he preferred that it not be installed and that the driveway to the park is on his property. He feels that this gate would limit access to his property. He stated that he realizes there were issues with vandalism in the past, but that has not been an issue for quite a while.

Supervisor Eagan asked if he had a copy of his survey.

John Hartman proceeded to show the Town Board members a copy of his survey.

Supervisor Eagan instructed the town clerk to make copies of the survey.

Town Attorney Downey asked John Hartman if he had a search for his property and if he does he would like a copy of it.

Supervisor Eagan stated that Town Attorney Downey would be in contact with him to discuss and determine the correct measurements.

Received and filed Special Permit for the Dumping of Material from Paul Reinecke, 7010 Boston State Road.

Paul Reinecke, 7010 Boston State Road: I have a ten to fifteen foot drop off near my driveway, and I’m just trying to fill it in. It’s a very dangerous situation right now. The pond would be something I would install in the future.

Councilman Pluta stated that the Town Board was not going to deny this permit; they were merely going to table it until further information was received. Councilman Pluta stated that there was some confusion on whether Paul Reinecke was trying to fill in 5 acres or just a small section.

Paul Reinecke: When you pull onto my driveway from Boston State Road, there are ten to twelve foot drop offs in spots.

Councilman Pluta stated that the Town Board needs clarification on the survey as to how much land is being filled in. This is why they were going to table it. Deputy Code Enforcement Officer Lisowski will contact him and verify the information for us. He stated that measurements need to be included.

Supervisor Eagan stated that no one was opposed; we need additional information.

Town Attorney Downey stated that if it’s over one acre than an additional SPDES permit is required by NYS. Town Attorney Downey stated that it was in Paul Reinecke’s best interest to talk further with the Code Enforcement Office.

Councilman Hawkins questioned whether if all he is doing right now is filling in the sides of his driveway to avoid any accidents or injuries why the Town Board can’t approve that part of the permit tonight.

Councilman Pluta noted that he agreed with Councilman Hawkins and asked if the permit could be approved with contingencies so that the driveway part can be taken care of. He stated that an approval can be made with the condition that it’s less than 1 acre and then Deputy Code Enforcement Officer Lisowski can approve it.

Supervisor Eagan stated that it has to be subject to TVGA’s report. Supervisor Eagan requested that Paul Reinecke be given a copy of the report so he understands what information is still required.
Town Attorney Downey stated that TVGA reviewed the project as given to them. If there are any other concerns, you are almost doing a condition upon a condition. We will also need to make sure that he does not dump into the wetlands.

Supervisor Eagan noted that Paul Reinecke’s driveway is several hundred feet away from the creek. He asked what part of the driveway was being worked on.

Paul Reinecke noted that it’s about ¾ of the way back.

Councilman Pluta asked Town Attorney Downey if this request was given to TVGA only because of the size of the project. Would it have gone to TVGA if it were less than 1 acre?

Town Clerk Shenk noted that if there is a SEQR filed on the application, which is a requirement of this application, than it is referred to the Town Engineer.

Town Attorney Downey stated that some of these issues may be taken care of, but there may still be some actions that TVGA will want the applicant to take care of.

Supervisor Eagan stated that we just want to make sure that everything is done properly. He suggested that Paul Reinecke work with Deputy Code Enforcement Officer Lisowski. Supervisor Eagan stated that it shouldn’t take long to respond to TVGA’s issues.

Bill Forness, 9534 West Hill Road, stated that when he says ¾ he’s definitely way up on the Boston State Road side. He’s talking about being within one acre of disturbance and it’s all parallel to Boston State Road. If he fills in the wetlands it’s his responsibility.

Supervisor Eagan stated that the town can’t issue a permit that pertains to the wetlands.

Bill Forness stated that if he accidently fills in the wetlands, that’s his issue.

Town Attorney Downey stated that he disagreed. He stated that there are actually two types of wetlands. This case right now is the only stakes that were are looking at. There are actually Federal in certain cases that comes into play. We are not allowed to give a permit that violates that.

Supervisor Eagan asked how big is the pond.

Paul Reinecke stated maybe a half acre. We were just talking about it for the future. I don’t even have plans for that right now.

Deputy Code Enforcement Officer Lisowski stated that it would behoove Paul Reinecke to complete the driveway first than a year or two down the road work on the pond.

Councilwoman Dobson asked if a special meeting could be scheduled if all the issues are taken care of so he wouldn’t have to wait two more weeks.

Supervisor Eagan stated yes, if we have to have a special meeting to get you the permit and you meet the conditions, we will do that.

Town Attorney Downey stated that Paul Reinecke should amend his application so that whatever you are talking about today should be reflected on your application as well as the SEQR form. This way you are protected because we know what were approving. Completing the application correctly now will be better for all of us.

A motion was made by Councilman Hawkins and was seconded by Supervisor Eagan to accept the letter of resignation from Jonathan King from the Planning Board.

Supervisor Eagan noted that with grant money and matching town funds a new walkway has been installed along the memorial walk in the town park. There will also be some handicap parking spaces installed there as well. The new stairs on the front of the building have been recently completed and the back entrance is being totally renovated with new sidewalks and entrance to accommodate handicapped accessibility for all. The walkway between the Boston Square Apartments and North Boston Market will be repaired.

Supervisor Eagan read a letter from Assemblyman Quinn in regards to the current NYS budget situation.

A motion was made by Councilman Hawkins and was seconded by Supervisor Eagan to allow Highway Superintendent Telaak to clean culverts in the Hickory Meadows Subdivision.

Highway Superintendent Telaak stated that leaf pickup will continue until it snows. He noted that the Christmas lights are scheduled to be put up on November 13th and 14th. Volunteers are needed. If anyone is interested in volunteering, please call Cathy Maghran. Highway Superintendent Telaak stated that Hamburg Highway Superintendent, Jim Connolly, will ask his Town Board to pass a resolution allowing the Town of Boston to borrow a bucket truck and manpower to help put up the lights.

Councilwoman Maghran noted that Herb Klein has offered to have a group of people help him install the Christmas light silhouettes along with the manger.

Highway Superintendent Telaak noted that no bids were received for the surplus wood. An additional display ad will be placed in the Pennysaver.

Highway Superintendent Telaak noted that the highway department has had ten workers for the past fifteen years, but only nine workers for the past four years. He also noted that adding one more person will really affect the way we do our work in a safe and timely manner. He stated that eight workers are not enough for plowing and completing all the services. He hopes to hire one more person.

A motion was made by Councilman Pluta and was seconded by Supervisor Eagan to instruct Town Engineer TVGA to inspect the foundation of the Historical Society Building and report back to the Town Board.

five (5) Ayes Carried

A motion was made by Councilwoman Dobson and was seconded by Supervisor Eagan to instruct Highway Superintendent Telaak to contact the canvas company to arrange a meeting for instruction of how to remove the canvas from the lion’s shelter and store them properly until next spring.

First you approve the minutes of a meeting, then you rescind the minutes of the same meeting, then you table the minutes of the same meeting.

And lets not forget all five of them have been hashing this over in agenda review for the past hour or so.

But whats most disturbing is that it has to be tabled because it needs to be reviewed by the town clerk?

An Emergency Special Meeting of the Boston Town Board was called due to the Highway Superintendent’s unannounced decision to stop snow plowing various town owned parking areas.

Present: Jim Pluta. Rich Hawkins, Cathy Dobson, William Eagan, Cathy Maghran

The Board directed Supervisor Eagan to take meeting minutes.

Supervisor Eagan noted for the record that all board members were contacted as soon as possible for this meeting.

Before I get off on a rant here, lets be clear on one thing. This meeting is not an executive session. It is a special meeting. With that being said it is a typical friday morning at the town hall at 11:00 AM.

The Town of Boston Taxpayers have funded these positions in the 2009 budget:

Town Clerk: $43,515/yr
Asst to Supervisor: $29,750/yr
Deputy Town Clerk: $29,750/yr
Deputy Town Clerk Part Time (2): $12.75/hr.

Well the town sheep are going to hand out a contract for the Police Barracks to one of Eagan's buddy's. Good job calling a emergency meeting to make the decision, annoucing the meeting after the meeting happend so not one citizen attended. Its all being documented, all the crap this guy is pulling.

Campaign 2009 Get rid of Eagan he has to go
