I agree Mr. Lebrun but not the "appropiately so" remark
Why is it "appropiately so", The reward for illegality is more reward !
If TS casino is a proven economic force why is our governor going to send in a billion dollars ? An economic force is not a class III indian gaming casino with all its huge profits that has eliminated and taken over the economic power in a small rural area of CNY. Give a person tax free status to run a business, corperation or factory and a genuine economic force that follows the rule of law will create the right environment for progress.
