Over 100k and that was during the power project. I've heard estimates up to 140k.

The highest Ive heard was about 200-250K, and I heard that from 2 different people.

I wonder where you could find out for sure

According to the Census, the 1960 population of Niagara County was highest at 242,269

I couldnt find just the city.

I believe that it peaked around 1955- at about 110,000.
Look up a guy named Pierre Burton and his book Niagara. I think it's in there.
