Acting as spokesperson for Brunck Road residents having problems with beavers building dams in the creek that runs parallel to their back yards, Donna Lukowski informed the Lancaster Town Board that she had contacted the NYS Department of Environmental Conservation (DEC) on the matter and didn’t like what she was being told.
Lukowski asked Town Engineer Robert Harris whether he had been on the Windsor Ridge South development site recently. Harris answered that he had. Lukowski asked whether he had noticed that there was no water under the Slate Bottom Bridge that is located at the west end of Brunck Road (where the newly constructed Manchester Lane will exit unto Brunck Road). “It’s dry,” declared Lukowski. “Okay,” replied Harris.
“It’s dry due to eight beaver dams located upstream from the bridge,” she replied. “The Brunck Road homeowners living adjacent to this stream are getting killed by the beaver dams being constructed. They built one by my house four-foot high. At the Brunck Road Bridge by my house (approximately ¾-1 mile to the east of the Manchester Bridge) and the water is over both drainage pipes by the bridge by my house.”
Lukowski declared that she spoke to the DEC on what could be done. They told her that they would send her a permit and that she would have to trap them or pay to have then trapped and removed at her own expense. “I have just about had it. Plans have been changed and I’m tired of the way it’s affecting me. It’s costing me money. The Windsor Ridge development changes and the others surrounding me have caused me flooding/drainage issues; it causes damage to my property and every time I call somebody and every time I try to find out something, they tell me that I have to fix it, that I have to pay for it. You people will not want to see me here if anything happens to my house like what happened to the lady on the 219.”
Supervisor Robert Giza admonished Lukowski for threatening the board.
Lukowski interjected that the board does not protect the citizens.
“That’s not true, Giza responded. “Just because you say so, it’s true?”
“How many people have been here complaining about flooding, drainage, sewer issues, the airport, and other issues as well,” interjected Lukowski. After conferring with Town Engineer Harris, Councilman Dan Amatura told Lukowski to get the permit from the DEC and that the town would take care of getting rid of the beavers.
Lukowski should have made it known that had the town not redirected Slate Bottom Creek 30 years ago at the Brunck Road bridge to allow for the building of a house, she and her neighbors would not have this creek in their back yards
and the hydrology and pest problems they are now experiencing.
